Study notes
The information on Philippine rice and corn stocks inventory are sourced out from the data gathered from the households, commercial and government sectors. The household stocks inventory is estimated through the Rice and Corn Stocks Survey: Household (RCSS:H) and the commercial stocks inventory is taken from the RCSS:C of the PSA. On the other hand, the government stocks inventory is taken from the NFA warehouses/depositories. The PSA consolidates the stocks inventories from the three sectors and disseminates it monthly through its publication of Special Release on Rice and Corn Stocks Inventory. These information are inputs to planners and policy makers in formulating programs and policies on food security. This also serve as inputs to the estimation and compilation of the national accounts.
The objective of the survey is to generate rice and corn stocks inventory held by the commercial sector.

Sampling procedure
The RCSS:C employs a two-stage systematic sampling wherein the first level of stratification is the line of activity of the NFA registered grains businessmen and the second level of stratification is the businessmen's capitalization. The line of activity of grains businessmen are stratified into four: 1 - retailers, 2 - wholesalers, 3 - combined retailers/wholesalers and 4 - warehousemen. The line of activity is further sub-stratified according to businessmen's capitalization such as 1 - big, 2 - medium and 3 - small capitalization structure, while warehousemen are sub-stratified into two, that is 1 - big and 2 - combined medium and small.
Response rate
9,925 establishments were selected for the sample. Of these, the expected response rate is 95.0%.
Weighting
The expansion factor of the RCSS:C is based on the number of sample grains businessmen from the 2017 NFA List of Registered Grains Businessmen as the sampling frame.

Data collection supervision
Field supervision is undertaken by the Provincial Statistical Offices (PSOs) staff in their respective municipalities assignments. The Provincial Statistical Officer serves as overall supervisor in the province, while the Regional Director (RD)is the overall supervisor in the region. Central Office (CO) staff of the subject matter division conduct field visits in selected provinces to observe field operations.
Among the responsibilities of the supervisors are to conduct briefing of SRs prior to data collection, conduct spot-checking and re-interview activities during and after the data collection, edit accomplished returns, address problems encountered by the SRs under his/her supervision and report to CO the significant findings that may contribute to the analysis of the survey results.
Duties and responsiblities of the supervisors are described in detailed in the Manual of Operations.

Questionnaires
The survey uses a structured questionnaire referred to as RCSS:C Form. The questionnaire captures stocks infomation on rice and corn stocks owned by grains businessmen as of 6:00am of the first day of the reference month. The same questionnaire is used in the monthly surveys.

Data Processing
Data editing
Data editing is done in two stages, namely: manual and machine editing. The completed survey returns are manually edited by the field supervisors prior to data encoding. Manual editing involves the checking of data items based on the pre-set criteria, data ranges, completeness and consistency with other data items in the questionnaire. Thereafter, coding of alphanumeric codes for questionnaire items are performed to facilitate data entry.
Data are processed in the RCSS:C data processing system developed using the Census and Survey Processing System (CSPro). The data processing is decentralized at the PSOs which include encoding of the data from the edited survey returns, machine editing, completeness check and generation of output tables.
In validation process, the encoded data are subjected to machine editing using the customized editing program. The editing program takes into consideration the validation criteria such as validity, completeness and consistency with other data items. These activities are done to capture invalid entries that were overlooked during manual editing.
An error listing will be produced as output of the process. The errors reflected in the error list are verified vis-a-vis the questionnaires. The data files are then updated based on the corrections made. Editing and updating are performed iteratively until a clean, error-free data file is generated.
Completeness check is done to compare the data file against the list of samples to check if the samples have been completely surveyed. This activity is done after clean, error-free data file is generated.
