Study notes
The country's rice and corn stocks inventory are generated from three sectors, namely: household, commercial and government stocks. The household stocks are taken from the results of PCSS of the PSA. Effective February 2021, PSA generates the commercial stocks inventory from the results of Commercial Stocks Survey (CSS) as per Implementing Rules and Regulations (IRR) of R.A. No. 11203 known as “The Rice Tariffication Law (RTL)”. Meanwhile, the government rice stocks are monitored from National Food Authority (NFA) warehouses/depositories. The PSA consolidates the stocks inventories from the three sectors which is disseminated monthly through a special release on Rice and Corn Stocks Inventory which is made available in the PSA website every 10th day of the month after the reference period.
The objective of the survey is to generate estimates of the monthly stocks inventory of rice and corn for the household sector.

Sampling
Sampling procedure
The survey covers sample farming households and non-farming households from the sample barangays of the 2021 Palay Production Survey (PPS) and Corn Production Survey (CPS). This is conducted in all provinces except Batanes. The NCR is included in the survey and treated as one province/domain. In these surveys, the primary sampling units (PSUs) are the palay/corn producing barangays and secondary sampling units (SSUs) are the palay/corn farming households. The PSUs are selected using probability proportional to size while the SSUs are selected through systematic sampling.
For the PCSS non-farming households, five (5) non-farming households are selected for each sample barangay through right coverage approach.
In NCR, a two-stage sampling design is employed. Two sample barangays are selected using simple random sampling in each city/municipality. Five (5) sample households per barangay are selected randomly.

Weighting
The expansion factor of the PCSS is based on the number of farming and non-farming households which is updated in July every year using the projected midyear population estimate.

Data collection supervision
Field supervision is undertaken by the Provincial Statistical Offices (PSOs) staff in their respective municipalities assignments. The Provincial Statistical Officer serves as overall supervisor in the province, while the Regional Director (RD) is the overall supervisor in the region. Central Office (CO) technical staff also make field visits in selected provinces to observe field operations.
Among the responsibilities of the supervisors are to conduct briefing of SRs prior to data collection, conduct spotchecking and backchecking activities during and after the data collection, edit accomplished returns, address problems encountered by the SRs under his/her supervision and report to CO the significant findings that may contribute to the analysis of the survey results.
Duties and responsiblities of the supervisors are described in the Manual of Operations.

Questionnaires
The survey uses a structured questionnaire referred to as PCSS Form 1. The questionnaire has two major parts- palay/rice and corn grain/corn grits stocks.

Data Processing
Data editing
Data editing is done in two stages, namely: manual and computerized editing. The completed survey returns are manually edited prior to data encoding. Manual editing involves the checking of data items based on the pre-set criteria, data ranges, completeness and consistency with other data items in the questionnaire. Thereafter, coding of alphanumeric codes for questionnaire items are performed to facilitate data entry.
Data are processed in the PCSS data processing system developed using the Census and Survey Processing System (CSPro). The data processing is decentralized at the PSOs which include encoding of the data from the edited survey returns, computerized editing, completeness check and generation of output tables.
In validation process, the encoded data are subjected to computerized editing using the customized editing program. The editing program takes into consideration the validation criteria such as validity, completeness and consistency with other data items. These activities are done to capture invalid entries that were overlooked during manual editing.
An error listing will be produced as output of the process. The errors reflected in the error list are verified vis-a-vis the questionnaires. The data files are then updated based on the corrections made. Editing and updating are performed iteratively until a clean, error-free data file is generated.
