The Global Adult Tobacco Survey (GATS), a component of Global Tobacco Surveillance System (GTSS), is a global standard for systematically monitoring adult tobacco use and tracking key tobacco control indicators. GATS is a nationally representative household survey of adults 15 years of age or older using a standard core questionnaire, sample design, and data collection and management procedures that were reviewed and approved by international experts. GATS is intended to enhance the capacity of countries to design, implement and evaluate tobacco control interventions.

Sampling
One of the four replicates of the 2003 Master Sample is used for the 2015 GATS. The sample was representative of the country as a whole and also allow estimates of indicators of interest for urban and rural and by gender level, at an acceptable level of precision. The sampling design for the Philippine GATS follows that of the 2003 MS design using a stratified, three-stage cluster sampling design. In the first stage, PSUs will be selected with probability proportional to the number of households in the 2000 Census. In the second stage, in each selected PSU, enumeration areas (EAs) will be selected with probability proportional to the number of households in the 2000 Census. An EA is defined as an area with discernable boundaries consisting of about 350 contiguous households. In the third stage, from each EA, an average of 16 to 18 households will be selected using systematic sampling. For each sample household, one eligible individual (male/female depending on the household grouping) aged 15 years old and over will be selected for GATS interview. All the probabilities of selection will be kept for use in the computation of the weights.

Computer Assisted Personal Interview [capi]
All supervisors conducted spot checks and short verification interviews. They also accomplished re-interviews while observing the conduct of the interviews by the FIs. The fieldwork for the 2015 Philippine GATS started on November 23, 2015 and was completed on December 23, 2015. Fieldwork included Saturdays (Sundays and holidays, if necessary). The enumeration was completed on time in all sample areas within the 27-day enumeration period. Output per day was pegged at 4-5 sample households, with an average of around 16 sample housing units and sample households in a sample area. On average, it took about 4-5 days for one interviewer to complete the fieldwork in an area of 15-18 sample housing units and sample households.
After the enumeration, a debriefing was held to discuss all observations made, particularly problems encountered on the use of the handheld computer, issues and recommendations on the questionnaire content, the wordings of questions and response categories, availability/attitude of the respondents, and the whole field operation procedure. All supervisors and observers submitted narrative reports on problems and issues encountered in the field and their observations/comments/suggestions/recommendations. The reports were consolidated per region and sent to the Central Office to serve as basis for the improvements of next survey round.

The survey was conducted using an electronic data collection device. At each address in the sample enumeration areas, Field Interviewers administered the Household Questionnaire to one adult who resides in the household. The purposes of the Household Questionnaire are to determine if the selected household meets GATS eligibility requirements and to make a list, or roster, of all eligible members of the household 15 years of age and older. Once a roster of eligible residents of the household is completed, one individua was randomly selected to complete the Individual Questionnaire.
The Individual Questionnaire asks questions about background characteristics; tobacco smoking; Electronic Tobacco and Waterpipes, smokeless tobacco; cessation; secondhand smoke; economics; media; knowledge, attitudes, and perceptions about tobacco; and cigarette packs.

Data Processing
Datafiles from the field Offices were sent directly to the Central Office. Upon completion of enumeration all the datafiles were merged and sent to the Centers for Disease Control and Prevention, Atlanta, Georgia for further processing and tabulation.
