The QSPBI is a nationwide quarterly survey regularly conducted by the NSO. It aims to provide quarterly data on employment, compensation and revenue/sales for each of the identified leading (key) industry groups (3-digit PSIC code) and selected groups of industries (2/4/5-digit PSIC code) of the amended 1994 Philippine Standard Industrial Classification (PSIC). Data collected from this survey is being utilized by the National Statistical Coordination Board (NSCB) in the generation of the Quarterly National Accounts (QNA) and in constructing the Quarterly Economic Indicators (QEI).
The design of the QSPBI has the following features:
1. It gathers quarterly information on employment, compensation, revenue, value of production, inventories and capacity utilization of establishments engaged in economic activities classified under the amended 1994 Philippine Standard Industrial Classification (PSIC).
2. Consists of key industries in the national and regional level selected based on their contributions to the sector's value added at the said levels.
3. The industry leaders in each key industries in the national and in each 17 administrative regions comprises the national sample and regional sample, respectively. These sample establishments are selected based on the computed concentration ratios which determine the establishments' contribution to the sector's/sub-sector's total revenue.
4. Establishments listed in the List of Establishments (LE) and are classified in the certainty employment size strata are also included in the sample
5. Provides posting sheets by sector/key industry at establishment's level to the National Statistical Coordination Board (NSCB) 45 days, 60 days and 90 days after the reference quarter.

2008 QSPBI Frame:
The 2008 QSPBI Frame consists of establishments, with ATE of 20 and over, as extracted from the latest available List of Establishments (LE) maintained by the Statistical Sampling and Operations Division (SSOD) of the Industry and Trade Statistics Department (ITSD) of the NSO.
The updating of the LE involves (1) capturing and listing of characteristics of "new" establishments; (2) updating of the status and characteristics of "old" establishments; (3) de-listing "closed establishments that should no longer form part of the LE and (4) identifying out-of-scope units on the database.

- All establishments with EO=1, 2 and 3
Sector D (Manufacturing)
- All establishments with EO=1, 2 and 3

QSPBI Sample:
Comprising the QSPBI sample are the set of industry leaders for each key industries in the national level and the sets of industry leaders for each key industries in each of the 17 administrative regions.
On the basis of similarity of activities, number of establishments and the concern on data needs, the industries are grouped by 3-, 4- or 5-digit PSIC (sectors/sub-sectors, referred to as the industry strata) usually following the industry groupings in the latest establishment census or survey (CPBI/ASPBI). From these groups of industries, national and regional key industries were selected.The key industries were determined based on its importance measured in terms of the industry's value added (VA) contribution to the sector's total value added at the national and regional level.
Industry leaders (sample establishments) for each key industries in the national level are known as the National Sample. While the sets of industry leaders for each regions comprises the Regional Sample. These sample establishments are selected based on the computed revenue concentration ratios which determine the establishments' contribution to the sector's/sub-sector's total revenue. Establishments listed in the List of Establishments (LE) and are classified in the certainty employment size strata are also included in the sample.
Criteria for Selection of Key Industries in the Region
The selection of key industries among the industries in the region was done separately for each of the regions of the country.
The key industries (sectors/sub-sectors, referred to as the industry strata) in each of the regions were determined based on the industry's importance measured in terms of the value added (VA) contribution to the sector's total value added in the region. The key industries were determined by ranking in descending order the sector/sub-sector's value added (VA) concentration ratio in the region computed from the 2005 ASPBI.
To have a good representation of the industry sub-sectors in Mining and Quarrying ( PSIC C), all sub-sectors were taken as key industries regardless of their value added. In addition, the following sub-sectors were likewise considered as key industries , due to the need for information on emerging industries, such as BPOs, health and wellness services and columbaria (as recommended by the NSCB).

While, for the rest of the sectors (D, E, F, G, H, I, J, K, M, N and O), the following procedures were applied to determine the key industries in the region:
1. All industries with concentration ratio of 10 percent and above are included until their cumulative total accounts for at least 80 percent of total value added of the region.
2. If cumulative total of the industries' concentration ratio with 10 percent and above is less than 80 percent, all industries with less than 10 percent concentration ratios are included until their cumulative total is at least 80 percent.
3. The industry sector/sub-sectors not selected in criteria (1) and (2) are also included if there are establishments in the 2009 QSPBI Frame classified into the certainty employment size strata in the following sectors:

Selection of Samples for the Region
The sample establishments for the QSPBI are selected based on the result of the latest available ASPBI/CPBI.
In each of the selected key industries in the region, the establishments included in the final tabulation of the latest ASPBI/CPBI were ranked according to their reported revenue data. The concentration ratios were computed to determine the establishments' contribution to the sector's/sub-sector's total revenue.
1. All establishments with concentration ratios of 10 percent and above were included as sample.
2. If cumulative total of the establishments' concentration ratio with 10 percent and above is less than 80 percent, all establishments with less than 10 percent concentration ratio are included until their cumulative total is 80 percent or the sub-sector sample size is at most 15 establishments. This is to keep the sample size manageable.
3. All establishments in the Mining and Quarrying sector ( PSIC C) and the other identified special industries mentioned above were taken as samples.
4. Establishments in the LE classified in the certainty employment size strata for the identified key industries are also included.
Updating of the Key Industries:
The key industries (sector/sub-sector) are regularly evaluated to capture changes in the economic activities in the country. Ideally, this is to be done depending on the release of the results of the latest ASPBI or CPBI.
Composition of key industries will be changed only if:
- there emerged an industry with 10% or more value added concentration ratio
- the concentration ratio of a key industry decreases by at least 20%
- there emerged an establishment within the certainty employment size
Updating / Replacement of Sample Establishments
Updating of the characteristics of sample establishments including their status is done annually before the start of the year's survey round. Sample establishments were maintained in the sample for the succeeding year provided that they are good respondent, still in operation and within the employment coverage of ATE 20 or more. Establishments that closed operations, cannot be located (CBL), and became out-of-scope for the survey are dropped from the sample. Correspondingly, these will be replaced by establishments which are in operation and with the same industry and employment size code from the frame.

NSO Central Office:
The Industry and Trade Statistics Department ( ITSD) unit primarily responsible for the conduct of the QSPBI is the Statistical Sampling and Operations Division (SSOD). It implements the following activities under the supervision of the ITSD Director.
1. Preparation of the survey design (sampling and questionnaire designs), timetable of operations, manuals, updating of samples, tabulation plans, training and field operation plans, processing plans and budget estimates;
2. Coordination with Regional Directors/Provincial Statistics Officers on field operations and follow-up of survey;
3. Coordination with the Information Resource Department (IRD) on the design, development of computer processing system and tabulation (posting sheets), and development of web-based questionnaire; and
4. Receipt and Control, monitoring and processing of questionnaires and uploaded datafiles.
5. Generation and submission of Posting Sheets to the National Statistical coordination Board (NSCB)
NSO Field Offices:
The Regional Directors (RDs)/Officers In-Charge (OICs) are responsible for the monitoring and supervision of the QSPBI activities in the provinces within their jurisdiction. The Provincial Statistics Officers (PSOs)/Officers In-Charge (OICs), on the other hand, are responsible for the supervision of the QSPBI activities in their respective provinces during the distribution, collection and manual processing (field-editing) phases.
The Provincial Statistics Officers (PSOs) and the Regional Directors (RDs) are provided with the Control List of Samples in their respective areas to monitor the status of distribution and the collection of the accomplished QSPBI questionnaires.
To facilitate the reporting and tracking of the status of the sample establishments, the electronic control list or the ITSD-Monitoring and Tracking System (ITSD-MTS) was developed for use by the field offices and by the ITSD.

Supplementary Questionnaire for Wholesale and Retail Trade Establishments
The Supplementary Questionnaire for Wholesale and Retail Trade Establishments was a rider to the 2nd Quarter 2008 QSPBI round given to all Wholesale and Retail Trade (sector G) sample establishments. The questionnaire gathered additional information used as indicators to differentiate a wholesaler from a retailer, thus minimizing misclassification of establishments engaged in these activities.
This activity was undertaken in connection with the study on the computation of Wholesale and Retail Trade Index.

Data Processing
Manual Processing:
To determine the completeness, consistency and reasonableness of entries in the accomplished questionnaires, the assigned field office staff should field edit and verify the accomplished reports based on specified editing and consistency checks instructions.
Doubtful entries should be resolved immediately at the Provincial Office through phone calls or personal visits by defining or clarifying problems regarding the establishments' reports.
All accomplished and field-edited questionnaires should be transmitted immediately to ITSD for processing.

Data Evaluation:
Evaluation of the reports from establishments is done by comparing the growth rates of the variables in the current quarter report with the previous quarter report. That is, the ratio of the two succeeding (consecutive) reports for each of the data items should be within a specified range. These set ranges are based on the observed movements or trends from the historical reports of the establishments within the same industry groups. Reports that deviate from these ranges need to be verified with the establishment/respondent for correction or explanation.
Field Awards:
The Field Awards is an incentive system for the National Statistics Office (NSO) regional and provincial offices to motivate the field offices to perform quality outputs in mandated activities and to conduct programs to support and promote its mission and vision. It also aims to increase NSO visibility not only among sub-national and local government agencies but also with the private sectors.
The Field Awards centers on efficiency, innovativeness, creativity and productivity of field offices. The Field Awards is dynamic and changes in criteria, weights and documentation requirements depend on the priorities of the office.

Authorization to use this data is granted only to the client or data user and persons within its organization, if applicable. Under no circumstances shall the client reproduce, distribute, sell or lend the entire data or parts thereof to any other data user apart from himself or that of authorized employees in his organization. The NSO shall hold the data user fully responsible for safeguarding the data from any unauthorized access or use.
Before being granted access to the dataset, all users have to formally agree:
1. To make no copies of any files or portions of files to which s/he is granted access except those authorized by the data depositor.
2. Not to use any technique in an attempt to learn the identity of any person, establishment, or sampling unit not identified on public use data files.
3. To hold in strictest confidence the identification of any establishment or individual that may be inadvertently revealed in any documents or discussion, or analysis. Such inadvertent identification revealed in her/his analysis will be immediately brought to the attention of the data depositor.

The data user or client is encouraged to provide NSO with a copy of such report, paper or article. It is understood that unless expressly allowed by the client, such report, paper or article shall not be used for any purpose other than monitoring.
Disclaimer and copyrights
The NSO gives no warranty that the data are free from errors. Hence, the NSO shall not be held responsible for any loss or damage as a result of the client's manipulation or tabulation of the data.
The data user acknowledges that any available intellectual property rights, including copyright in the data are owned by the Philippines National Statistics Office.
