The Philippine Statistics Authority (PSA) was created by virtue of the Republic Act No. 10625 (R.A. 10625) which pave the way for the merging of the four (4) major statistical agencies namely: National Statistics Office (NSO), National Statistical Coordination Board (NSCB), Bureau of Agricultural Statistics (BAS), and Bureau of Labor and Employment Statistics (BLES). It is engaged in the primary data collection and compilation of secondary data. Hence, became the sole agency to compile the foreign trade statistics in the country.
The PSA serves as the central statistical authority of the government that compiles and generates International Merchandise Trade Statistics (IMTS) or commonly known as Foreign Trade Statistics. FTS is one of the designated statistics released by PSA, which was approved under Executive Order No. 352 - Designation of Statistical Activities That Will Generate Critical Data for Decision Making of the Government and the Private Sector.
The Philippines adopted the "General" trade system of recording foreign trade statistics. The customs frontier (not the national boundary) was used as the statistical frontier. Under this system, all goods entering any of the seaports or airports of entry of the Philippines properly cleared through customs or under customs control are considered imports, whether the goods are for direct consumption, for merchandising, for warehousing or further processing. On the other hand, all goods leaving the country, which are properly cleared through the Customs, are considered exports. However, a distinction was made between export for goods grown, mined or manufactured in the Philippines (domestic exports) and exports of imported goods that did not undergo physical and/or chemical transformation in the Philippines (re-exports).
The collected data on import and export documents will generate economic statistics needed to guide both government and the private sectors in policy making, business planning and development. The main uses are as inputs to the following:
1. Computing Balance of Payments (BOP) by Bangko Sentral ng Pilipinas;
2. Estimating National Accounts of the Philippines (NAP) by PSA;
3. Formulating national, regional, and international policies by National Economic Development Authority (NEDA) and Department of Trade and Industry (DTI); and
4. Other pertinent activities such as research studies on trade by public and private entities.

Central Office Supervision:
The TSD-ESSS of the PSA oversees the complete collection of all export and import hardcopy documents from all seaports/airports in the Philippines where the BOC Offices are located.
Field Office Supervision:
The Provincial Statistics Officers (PSOs) of the PSA Provincial Offices are responsible for monitoring that all export and import hardcopy documents are completely collected from all ports/airports of their jurisdiction where the BOC Offices are located.
The TSD-ESSS of the PSA oversees the complete collection of all export and import hardcopy documents from all seaports/airports in the Philippines where the BOC Offices are located.
Field Office Supervision:
The Provincial Statistics Officers (PSOs) of the PSA Provincial Offices are responsible for monitoring that all export and import hardcopy documents are completely collected from all ports/airports of their jurisdiction where the BOC Offices are located.
FTS are compiled by the PSA from copies of export and import documents submitted to the BOC by exporters and importers or their authorized representatives as required by law.
The PSA regularly collects from BOC the following documents which are the sources of trade data:
a. Export Declaration (ED);
b. BOC Informal Import Declaration and Entry (BC Form No. 177); and
c. Single Administrative Documents (SAD) for Export Declaration (ED) and Import Entry and Internal Revenue Declaration (IEIRD).
The electronic copies of the SAD-ED and SAD-IEIRD that pass through the Automated Export Documentation System (AEDS) and Electronic to Mobile (E2M) System are provided by BOC and its authorized Value Added Service Providers (VASPs) to PSA every month through email and shared via One Drive.
These electronic copies of export and import documents are utilized to generate export and import statistics together with the processed hard copy documents collected at ports located at NCR and outside NCR.
The PSA regularly collects from BOC the following documents which are the sources of trade data:
a. Export Declaration (ED);
b. BOC Informal Import Declaration and Entry (BC Form No. 177); and

Data Processing
Collected hardcopy documents are processed both in manual and machine.
Manual processing includes recording, sorting, folioing and coding while machine processing includes data encoding and data validation.
Data Editing
The hard copies of export and import documents and electronic data files are manually and machine processed to ensure completeness and quality of the data.
The PSA utilizes a customized FTS system to process both hard copies and electronic copies of documents. It is an integrated data processing system, which contains different modules to cater various stages of processing.
Manual and machine processing of export and import documents include the following:
1. Data Entry - This is done by entering selected data items from a hard copy of documents into the FTS system. It converts information from paper documents to electronic data file format.
2. Coding - This is done to translate selected data items from the hardcopy of documents to its equivalent alphabetic or numeric code following the reference files used in the FTS system.
3. Validation of Data - This is done to ensure the accuracy of the data. Quality control is assured in all processes. Data validation is run regularly through the FTS system to ensure that data are correct, complete, and consistent based on processing specifications. Monthly data review is also undertaken to ensure the quality of data.
4. Determination and exclusion of duplicate transactions - This process is done to exclude duplicate transactions in the monthly and annual release of FTS. Duplicate transactions are determined based on the following data items, namely: bill of lading, control number, country code, trader’s code, port code, vessels, gross kilos, FOB value, commodity description, date of registry, and customs procedure code.
Annual statistical tables are generated after the completion and finalization of monthly statistical tables.

Authorization to use this data is granted only to the client or data user and persons within its organization, if applicable. 3. To hold in strictest confidence the identification of any establishment or individual that may be inadvertently revealed in any documents or discussion, or analysis. Such inadvertent identification revealed in her/his analysis will be immediately reported to the PSA.
