Study notes
The domestic trade statistics is compiled to collect and generate information on the inflow and outflow of commodities in the country.
Specifically, the domestic trade statistics aims to:
a. Generate information on the value and quantity of traded commodities;
b. Generate regional commodity flow by mode of transport and by port of origin and destination; and
c. Generate the number of passengers transported through the water transport system.
The domestic trade statistics is compiled to constitute the bases for the formulation and implementation of various regional development programs like countryside development and port planning.
Specifically, the results are used in:
a. Constructing inter-regional and inter-industry relation tables; and
b. Conducting market research and feasibility studies, among others.
The domestic trade statistics serves as one of the inputs in the compilation of the Regional Accounts of the Philippines by the Macroeconomic Accounts Service (MAS) of the PSA and in the formulation and implementation of various regional development programs by the National Government.
There are two kinds of domestic trade statistics in this report, namely:
a. Air trade statistics refers to the movement of commodities from one airport to another within the country through the air transport system; and
b. Coastwise trade statistics refers to the flow of commodities and passengers from one port to another within the country through the water transport system.
Coasting manifests are collected by the PSA Field Office personnel from seaports administered by the Philippine Ports Authority (PPA) including ports managed by Local Government Units (LGUs) and Private Companies. Moreover, the coasting cargo manifest contains information on the port of origin, port of destination, area of occupancy, type of handling, description of commodity, weight, value, and freight charges.
On the other hand, Air Waybills are collected from all domestic airports operated nationwide. Furthermore, the air waybill contains the station of destination of the commodity, station of origin of the commodity, actual gross weight, declared value, equivalent volume weight, rate basis, rate class, description of the commodity, issuing office, PAL charges, freight forwarder charges, and total freight charges. Only actual gross weight, declared value, description of the commodity, station of origin, station of destination, and total freight charges are included in the domestic trade statistics.
Documents collected from the provincial sales offices, stations, and collection points of PPA are sorted by port or station and by month; recorded, bundled, and numbered by type of document, by port or station, and by month. After which, the documents undergo manual and machine processing to ensure that all documents are checked and verified as to the completeness and accuracy of entries.
The PSA Field Personnel is closely involved in every aspect of field operations from the collection and processing of documents, and submission of data files and reports to the Central Office. The processing of the document is at a decentralized setup to facilitate the compilation and generation of domestic trade statistics.

Data collection supervision
The Trade Statistics Division - Economic Sector Statistics Service (TSD-ESSS) shall be accountable for the validation, consolidation, tabulation, analysis, and dissemination of the results through the Special Release and Annual Publication.
The Regional Statistical Services Office (RSSO) and the Provincial Statistics Office (PSO) shall be responsible for the field operation.
a. The Regional Director (RD) is responsible for the overall implementation of the system in his/her region of responsibility. RD monitors the collection, manual processing of documents as well as the submission of data (soft copy) to the central offices; ensures the deadline in the collection and transmittal of processed documents and soft copy in the PSA CO is strictly followed and prepares monthly progress and narrative reports to be submitted to the Chief of TSD.
b. The Provincial Statistics Officer (PO) is responsible for the phases of the operation that are to be done in the provincial office. PO supervises the collection and processing of documents; informs the RD about the status of the collection and processing of documents in the province; transmits the processed documents/sheets to the PSA CO; and prepares monthly progress reports, narrative and financial reports and submits these to the Regional Office. The PO submits the reports to the RD for consolidation. All PO's reports are expected to reach the RD not later than 45 days after the reference month.

Questionnaires
The Philippine Coastwise Passenger Manifest contains information on passengers commuting through the water transport system. Coasting Manifest (BC Form No. 78) and Philippine Coastwise Passenger Manifest (BC Form No. 460) are the two basic documents required to be submitted before a vessel is given clearance to leave or clear a port and contains a list of passengers carried by vessel respectively.
