The Listing of Dairy Farms (LDF) in selected provinces was one of the special activities of the Livestock and Poultry Statistics Division (LPSD) under the Economics Sector Statistics Service (ESSS) of the Philippine Statistics Authority (PSA). It was undertaken to provide an updated sampling frame for the generation of dairy statistics.The 2016 LDF is a collaborative activity between the PSA and the Philippine Carabao Center (PCC). The project intended to update the list of dairy farms/enterprises all over the country where dairying exists. Initially, the first eight (8) provinces were identified by the PCC with National Dairy Authority (NDA) which are the "impact zones" of the two (2) agencies for the conduct of 2016 LDF. The main objective of the project was to update the characteristics of dairy farms/enterprises through a complete listing of barangays in the selected provinces of Cagayan, Isabela, Nueva Ecija, Bulacan, Batangas, Laguna, Bohol, and Misamis Orienta where dairying exist. Specifically, it aims to generate a profile of dairy farms by farm type. Information to be gathered includes farm capacity, legal status of the dairy farm and type of assistance received from the government. Moreover, it seeks to generate information on the type of dairy animals, breed of dairy animals, ownership of the dairy animal, purpose of dairy animal, number of animals on the milkline, and average milk production per head per day.
The 2016 LDF activities involved capturing "new" dairy farms and their characteristics; updating the status and characteristics of "existing" dairy farms; and de-listing of dairy farms that no longer exists. This activity covers household and commercial dairy farms in the priority provinces mentioned-above. These provinces were determined by PCC and NDA which are part of their impact zones. Dairying activity in these provinces is extensive, thus, their contribution to the total milk production in the country is very significant.

Field supervision was undertaken by the Provincial Statistical Office (PSO) staff in their respective area of assignments. The Provincial Chief Statistical Specialist/OICs served as overall supervisor in the province, while the Chief of the Statistical Operation and Coordination Division-Regional Statistical Services Office assist the Regional Directors in the overall supervision of the region. Central Office technical staff also made field visits in some provinces to observe the field operations. Among the responsibilities of the supervisor were the conduct of SRs training prior to data collection, doing spotchecking and backchecking activities during and after data collection, editing of completed returns, addressing of problems encountered by the SRs under him/her supervision and reporting to Central Office the significant findings that may contribute to the analysis of the listing activity.
The LDF 2016 utilized two (2) forms. The LDF Form 1 (List of Dairy Farms) and LDF Form 2 (Dairy Farm Questionnaire).
The LDF Form 1 is the list of dairy farms based on the result of 2015 listing activity in selected provinces. The information therein were updated during the 2016 LDF in terms of the status of the dairy farm whether operational, temporarily closed or permanently closed. Newly-identified dairy farms were also included in the LDF form 1. Updating of the list of dairy farms were done upon the conduct of field operations.
The LDF Form 2 is a one-page structured questionnaire that aimed to gather basic characteristics of the dairy farm. This was utilized only when the dairy farm indicated an operational status in LDF form 1. It was administered through personal interview of the owner or operator of the dairy farm or in their absence, to any person who was responsible or knowledgeable about the activity of the dairy farm.

Data Processing
The processing system used in the 2016 LDF was developed by the System Development Division (SDD) of PSA. Census and Survey Processing System (CSPro), which is the programming language used in most of the PSA surveys, was utilized for this activity. Output tables including the specifications were provided by LPSD to SDD for easier tabulation of data.
Data Processors (DPs) were hired to process the data gathered. They were closely monitored by PSO staff to assure the quality of the data generated. Prior to the start of data processing, training of hired DPs was conducted by selected staff of SDD. A week after the commencement of data collection, processing of accomplished listing forms was done in the provincial offices.
Data processing includes manual and machine processing. Manual processing involves editing and checking for consistency of answers to the data items and codes provided. This was done by the Provincial Focal Person. Machine processing, on the other hand, includes encoding of data, validation of encoded data and generation of output tables.

Data Appraisal
Overall consolidation of data files for the generation of output tables were done by SDD while the national data review and validation were conducted by LPSD. In order to assure the timeliness of submission of outputs, deadline for transmission of the required data files was set by LPSD. The PSOs submitted the generated outputs to RSSOs while the final regional outputs were sent by the RSSOs to CO-LPSD.
To check the accuracy, validity and completeness of the output produced, series of data review and validation were done at provincial, regional and national levels. After generating the output tables, the PSOs, together with their respective LDF Focal Persons, conducted a provincial data review and validation at their respective offices. Subsequently, a data review and validation were done at the regional level to further validate the data obtained in the province/s with the RSSO and PSO heads and staff as participants. One of the outputs produced in this activity was the final data files that were submitted to CO.
After securing a copy of generated outputs of all regions from SDD, selected LPSD staff conducted review and validation to ensure the correctness of the submitted data. Spatial analysis of the data was done in comparing the outputs of selected provinces.
During the comprehensive review of the data files and output tables conducted by the LPSD, some inconsistencies in the data items were observed. This was presented during a meeting between the LPSD and SDD-ITDS last 28 February 2017.
In view of this, and in the preparation for the packaging of the terminal report and the list of dairy farms, it was recommended by LPSD and SDD to conduct a workshop on the Revalidation of LDF Results in the concerned PSOs.
Initially, it was planned that a team composed of 2 LPSD staff and 2 SDD staff shall go to the LDF provinces for the conduct of the workshop on the revalidation of LDF results. However, due to unavailability of the SDD staff, only LPSD staff went to the concerned provinces for the conduct of the said workshop.
The CO team and LDF focal persons/ provincial staff in the POs performed the revalidation in the selected provinces mentioned above. They were provided with the results for a comprehensive review to meet the objectives of the activity. Below were the procedures followed during the revalidation:
1. Initially, results of the 2016 LDF were presented by the Team Leader from the CO to the provincial staff. The output tables were presented including comments observed by the LPSD during the review at CO. Thorough discussions on the issues presented related to the output tables and raw data.
2. Using the results of the comprehensive review, the team verified the issues or inconsistencies found in each dairy farm identified from the accomplished 2016 LDF Forms. All the data items in the accomplished LDF Forms which were found with problems were counterchecked and reviewed further. In some instances, the
team contacted the dairy farms and verified the data items with problems and/or conducted a ground validation depending on the magnitude of the problem and performed a face-to-face interview with respondents of the dairy farm.
3. After the issues or inconsistencies were checked and reflected in the accomplished LDF Forms for each of the dairy farm, the master file and data files were updated. This was done immediately right after verifications until all the dairy farms were cleared of issues or inconsistencies.
4. Through the assistance of SDD and the Focal Persons in the provinces, all the required output tables were generated.
5. The final output table were then presented for approval by the PSO.
6. Finally, copies of the required ouputs were secured for consolidation at the CO.
Simultaneous with the conduct of review and validation of data, the LPSD spearheaded a writeshop to prepare the terminal report for 2016 LDF. The said workshop was held at Pasig City. A presentation was held at Quezon City on the results of 2016 LDF to PSA and PCC Management.
With clearance from the PSA Management, the 2016 LDF terminal report was disseminated to selected RSSOs and PSOs of the PSA.
