The 2017 Survey on Information and Communication Technology (SICT) is the seventh in the series of SICT conducted by the Philippine Statistics Authority (PSA). It is a rider to the
2017 Annual Survey of Philippine Business and Industry (ASPBI) conducted in 2018.
Specifically, the survey aims to measure the following:
· component of ICT resources and their utilization by establishments
· diffusion of ICT into establishments from various sources
· e-commerce transactions from data on e-commerce sales/revenue and purchases
· cellular mobile phone business transactions from data on sales/revenue
· estimate of the number of ICT workers in establishments and
· methods of disposal of ICT equipment
Some indicators to be generated from the survey are as follows:
· proportion of establishments using computer
· proportion of employees using computers
· proportion of establishments with Internet connections
· proportion of employees using the Internet at work
· proportion of establishments with Web presence
· proportion of establishments with Intranet
· proportion of establishments placing and receiving orders over the Internet
· proportion of establishments using the Internet by type of access and activity
· proportion of establishments with LAN and Extranet
· proportion of establishments on methods of disposal of ICT equipment

Coverage
Establishments are also classified by geographic area using the Philippine Standard Geographic Code (PSGC) classification. The PSGC contains the latest updates on the official number of regions, provinces, cities, municipalities and barangays in the Philippines. The geographic code used in the 2017 SICT is in accordance with PSGC as of December 31, 2017.
Based from the latest PSGC, the Philippine has 17 Regions, 81 provinces, 145 cities, 1,489 municipalities and 42,036 barangays. The updates in 2017 was the abolition of Negros Island Region (NIR) on 07 August 2017 through Executive Order 38 - "Revoking Executive Order No.183 (s. 2015) which Created a Negros Island Region and for Other Purposes." Provinces, cities, municipalities, and barangays of Negros Occidental and Negros Oriental reverted to Region VI (Western Visayas) and Region VII (Central Visayas), respectively.

The 2017 SICT will be undertaken nationwide and will cover all industries covered in the 2017 ASPBI. For the purposes of this survey, these industries will be classified as core ICT industries

Sampling
The 2017 SICT utilized the stratified systematic sampling design with five-digit PSIC serving as industry strata (industry domain) and the employment size as the second stratification variable.
There are only two strata used for the survey, as follows: TE of 20 and over and TE of less than 20.
Industry Domain
The industry stratification for the 2017 SICT is the 5-digit PSIC for both the core ICT industries and for the non-core ICT industries. It has the same industry strata as that of the 2017 ASPBI.

The overall response rate for the 2017 SICT for establishments under IE is 88.80 percent (8,293 of the 9,339 sample establishments). This included receipts of "good" questionnaires, partially accomplished questionnaires, reports of closed, moved out or out of scope establishments. In addition, 252 establishments responded online.
For Core industries, the weight is equal to 1.

Weight Adjustment Factor for Non-Response
To account for non-response in the non-certainty strata, the adjustment factor (n/n') was multiplied with the sampling weight (W) of each of the sampling unit. The sampling weight, defined as N/n, was recomputed as

Distribute and collect the pre-addressed questionnaire (Self Administered Questionnaire).
The establishment can access the PSA website <https://sict.psa.gov.ph> through the unique ECN found in the address stub of the questionnaire.

To ensure quality of data during operations, close supervision of enumeration was undertaken by RDs/PSOs/OICs/Regional and Provincial Statisticians. Central office statisticians also conducted supervision in some areas with large number of establishments.
One type of questionnaire, SICT Form 1, will be utilized for the 2017 SICT for all 18 sectors under the 2009 PSIC.
The clearance number for the 2017 SICT is PSA-1804, and its expiry date is 31 March 2019.
