The information on Philippine rice and corn stocks inventory are sourced out from the data gathered from the households, commercial and government sectors. The household stocks inventory is estimated through the Palay and Corn Stocks Survey (PCSS) of the PSA while the commercial stocks inventory is taken from the CSS which was previously conducted by NFA. On the other hand, the government stocks inventory is taken from the NFA warehouses/depositories. The PSA consolidates the stocks inventories from these three sectors and disseminates it monthly through its publication of Special Release on Rice and Corn Stocks Inventory. These information are inputs to planners and policy makers in formulating programs and policies on food security.

Sampling
The CSS employs a two-stage systematic sampling wherein the first level of stratification is the line of activity of the NFA registered grains businessmen and the second level of stratification is the businessmen's capitalization. The line of activity of grains businessmen are stratified into four: 1 - retailers, 2 - wholesalers, 3 - combined retailers/wholesalers and 4 - warehousemen. The line of activity is further sub-stratified according to businessmen' capitalization such as 1 - big, 2 - medium and 3 - small capitalization structure, while warehousemen are sub-stratified into two, that is 1 - big and 2 - combined medium and small.
The expansion factor of the CSS is based on the number of sample grains businessmen from the 2017 NFA List of Registered Grains Businessmen as the sampling frame.

In the field, the Regional Director (RD) is responsible for the monitoring and supervision of the survey of all provinces within the region. At the provincial level, the overall supervisor is the Provincial Statistical Officer (PSO). The Supervising Statistical Officer, aside from his/her assignment as assistant supervisor in the province, may be given a specific area of supervision, upon the discretion of the PSO. On the other hand, the Provincial Office (PO) staff are tapped to gather the needed information for the survey.
In order to minimize non-sampling errors, quality control measures are instituted at various phases of the activity. Rounds of reviews are made before the survey instruments are reproduced for field operations. During field operations, much attention is given to the conduct of training to ensure that the procedures and concepts are correctly understood. Mock interviews and dry-run exercises are made part of the training.
Close supervision is a must during data collection. Part of the PSO's job as field supervisor is the conduct of back-checking activity. The procedure involves re-contacting of respondents to check some details regarding the interview and the interviewer. The objective is to find out if data collection was indeed conducted and if so, determine the extent of the difference between the respondent's answers during the data collection proper and the back-checking activity.
Item-by-item checks on the consistency, completeness and acceptability of the data are done during and after data collection, before the results are summarized. Once table generation is done, series of reviews on the results follow before the data are finally presented and disseminated.

The survey uses a structured questionnaire referred to as CSS Form. The questionnaire captures stocks infomation on rice and corn stocks owned by grains businessmen as of 6:00am of the first day of the reference month. The same questionnaire is used in the monthly surveys.

Data Processing
Completed survey returns shall be edited, compiled and summarized by the field staff. They shall also compute the initial estimates of stocks of palay and corn province using the prescribed estimation procedure.
Data Appraisal
Review is being done based on time series data and is further validated with concerned RDs and PSOs.
