RATIONALE
The Quarterly Aquaculture Survey (QAqS) is a quarterly survey that generates aquaculture production and area estimates. It asks for the actual level of production, area harvested and price for each species during the reference quarter of the current and previous year from the sample operators in the top producing municipalities.

Sampling
The Quarterly Aquaculture Survey (QAqS) is a non-probability survey. Sampling was done by aquafarm type in the province.
The provinces were classified into three (3) categories according to production. The categories were; major producing province, minor producing province and very minor provinces.
For major provinces, top five (5) producing municipalities were chosen. From each of the top producing municipalities, five (5) sample aquafarms were selected. Thus, there were 25 sample aquafarms allocated for each major producing province.
For minor producing provinces, 3 X 3 design was applied. Three (3) sample aquafarms were chosen from each of the three (3) top producing municipalities. A total of nine (9) sample aquafarms was allocated for each minor producing province.
For very minor provinces, one (1) sample aquafarm was selected from each of the three (3) top producing municipalities. There were three (3) sample aquafarms from each very minor province.
Sample aquafarms from the sample municipalities were selected by the field staff of the Provincial Operations Center (POC) based on regularity of aquafarm operations and representation of species cultured within the municipality.
A total of 1,970 sample aquafarms were covered nationwide.

The Provincial Agricultural Statistics Officer (PASO) provides the over-all supervision of data collection. He trains data collectors, assigns area of coverage and schedules the data collection. To ensure the smooth implementation of data collection, the PASO conducts spot checking and back checking activities. The Regional Agricultural Statistics Officer (RASO) may also provide another level of supervision. And sometimes, Central Office personnel may be available to provide support and control of the said activities.
There were five (5) QAqS survey forms that were being used depending on the type of aquafarm. The data sets were the same for all the forms except for the section on species cultured applicable to the type of aquafarm.

Data Processing
Initially, the survey returns are manually edited to ensure completeness and accuracy. During this stage, survey returns are checked for completeness from the list of samples. For each of the survey forms, entries should be complete and numeric entries are in proper unit of measurement and decimal places.
After encoding, the entries are then again inspected and reviewed for completeness, accuracy and consistency with other items.

The datasets of this study are categorized under licensed files. Access to licensed datasets is through request and is only granted to Data Users/Researchers with a legally registered sponsoring agency (university, company, research centre, national or international organization, etc.).
The Data Users/Researchers must agree to comply with the following:
1. Fill up a Data Access Agreement that will be provided.
2. Copies of the restricted data or any data created on the basis of the original data will not be copied or made available to anyone other than those mentioned in this Data Access Agreement, unless formally authorized by the BAS.
3. The data will only be processed for the stated statistical purpose in the agreement and not for investigation of specific individuals or organizations. Data will not in any way be used for any administrative, proprietary or law enforcement purposes.
4. The dataset must not be made to match with other datasets.
5. The Data Users/Researchers shall not attempt to identify any individual person, family, business, enterprise or organization. If such a unique disclosure is made inadvertently, no use will be made as to the identity of any person or establishment discovered. The identification will not be revealed to any other person not included in the Data Access Agreement.
6. The Data Users/Researchers must observe security measures to prevent unauthorized access to licensed microdata acquired from the BAS. The microdata must be destroyed upon the completion of their research. Destruction of the microdata will be confirmed in writing by the Data Users/Researchers to the BAS.
7. Any books, articles, conference papers, theses, dissertations, reports, or other publications that employ data obtained from the BAS/BAS Electronic Archiving and Network Services (BEANS) will cite the source of data in accordance with the citation requirement provided with the dataset.
8. If there are any changes or additional requirements in the orginal request, the Data User/Researcher must apply for another request.
9. Breaches of the Data Access Agreement will be taken seriously and the BAS will take action against those responsible for the lapses if wilful or accidental. Failure to comply with the directions of the BAS will be deemed to be a major breach of the agreement and may involve recourse to legal proceedings. The BAS will maintain and share with partner data archives a record of those individuals and organizations which are responsible for breaching the terms of the Data Access Agreement and will impose sanctions on release of future data to these parties.
