Study notes
The 2012 CAF is a large-scale government undertaking that is geared towards the collection and compilation of basic information on the structure of the agricultural and fishery sectors in the Philippines. The data collected in this census shall constitute the bases from which policymakers and planners formulate their plans and programs for the socio-economic development of the country.
The 2012 CAF adopted the approach outlined in the World Programme for the Census of Agriculture 2010 (WCA 2010), as recommended by the Food and Agriculture Organization (FAO) of the United Nations. This programme uses a modular approach: a core module to be carried out on a complete enumeration basis to provide key structural data and one or more sample-based census supplementary modules, which are intended to provide more in-depth data. This new approach is within the framework of the system of integrated agricultural and fisheries censuses and surveys, which allows for better organization of statistical activities. The 2012 CAF (Core Module) was conducted on a complete enumeration.
The 2012 CAF core module covered key structural data items on agriculture, aquaculture and fishing for households and establishments/enterprises. Establisments/enterprises covered were those included in the 2012 Census of Philippine Business and Industry (2012 CPBI). On the other hand, the proposed supplementary modules which should provide a more in-depth structural data on specific themes on irrigation and cropping pattern, livestock and poultry, aquaculture, fisheries, and capital formation in agriculture and fisheries were planned to be undertaken between 2014 and 2017. Due to the transition resulting from the merger of four former statistical agencies including National Statistics Office (NSO) and Bureau of Agricultural Statistics (BAS) into Philippine Statistics Authority (PSA) by virtue of Republic Act 10625 (RA 10625) enacted on 12 September 2013, these were not carried out.
A community-based census module was also undertaken in all barangays, as part of the 2012 CAF. The information collected is about the presence in the barangay of facilities, input dealers and service providers that are related to agriculture, aquaculture and fisheries. The dominant terrain of the barangay and destructive natural calamities experienced by the barangay during the past five years were also gathered.
The 2012 CAF was undertaken in the year 2013, with the field enumeration for the core and community modules on 25 February to 30 April 2013 for the households and barangays. The distribution of the 2012 CAF questionnaires for establishments/enterprises engaged in agriculture, aquaculture and fishing industries was on 1 to 30 April 2013, while the collection of these questionnaires was on 16 April to 14 June 2013.
Objectives:
The 2012 CAF was envisioned to achieve the following objectives:
1. Determine the structural characteristics of agriculture and fishery sectors;
2. Provide sampling frame for the conduct of statistical surveys on crop production, livestock and poultry, aquaculture and fisheries, and other statistical undertakings;
3. Provide basic data for use in national as well as subnational development planning; and
4. Provide data on agriculture, aquaculture and fishery facilities and services in the barangay.
Specifically, this census aims to:
1. Determine the number of households with household members engaged in agriculture, aquaculture and/or fishing activity and the number of operators in each of these activities;
2. Gather data on the legal status of agricultural holders/operators and the legal form of organization of aquaculture and fishing activities;
3. Determine the type of agricultural activity operated such as growing of crops, contract growing of trees, growing of orchids for sale, ornamental plant and flower gardening for sale, raising livestock and/or poultry, raising race horses and breeder dogs for sale, bee culture, sericulture and others;
4. Obtain a comprehensive data on the characteristics of farms/holdings such as the number of parcels used, physical area, location, tenure status, main use, presence of irrigation structure/equipment, source of irrigation water, crops planted in each parcel, planting pattern, area planted and livestock/poultry raised;
5. Collect data on aquaculture, such as the type of aquafarm, location and size/volume of aquafarm, type of water environment used in aquafarm, and species cultured/raised in aquafarm;
6. Obtain detailed characteristics of fishing activity, such as the category of fishing, number of fishing boats/vessels used, ownership of fishing boat/vessel used, gross tonnage of fishing boat/vessel used, type of fishing boat/vessel used, and the kind and number of fishing gears/devices/accessories employed in fishing activity;
7. Gather data on the demographic and socio-economic characteristics of the members of households with operators; and
8. Obtain data on the presence/availability of agriculture, aquaculture and fishery facilities, input dealers and service providers in the barangay, dominant terrain of the barangay, and destructive natural calamities experienced in the barangay within the past five years.

The 2012 CAF covered all households with at least one member who operated either a farm, an aquafarm, and/or a fishing activity for the period of January to December 2012.
All 4,045 agriculture, aquaculture and fishing establishments/enterprises covered in 2012 CPBI.

Notes:
The municipalities of Baganga, Boston and Cateel in Davao Oriental were not covered during the 2012 CAF enumeration because the households in these municipalities were displaced due to typhoon Pablo. However, these households might have been enumerated in other municipalities where they were temporarily relocated.
Moreover, Barangay Uauang-Galicia in Santo Tomas, Isabela was not covered because the barangay has no more inhabitants/residents at the time of enumeration.

Sampling procedure
No sampling was done for the 2012 CAF. It was done through a complete listing of households and enumeration of households with agriculture, aquaculture and fishing operators. All establishments engaged in agriculture and fisheries that are included in the 2012 List of Establishments were covered in the 2012 CPBI were also enumerated in the 2012 CAF.

Data collection supervision
The 2012 CAF enumeration was done by field interviewers or ENs. They were supervised by TSs and NSO personnel. For every two to three ENs, one TS was assigned to monitor, edit and solve any problems that might have been encountered during the field operations.
The DSO/SCO of the NSO served as the direct supervisor of the TSs and ENs. Moreover, officials and selected personnel of the NSO PO and RO also supervised the census personnel in their respective areas of jurisdiction. Selected personnel from the NSO-CO acted as supervisors in some areas during the census.
The following were done during supervision:
1. Spot checking the EN whether the interview was done properly and in accordance with the instructions given, and whether the data gathered were complete and accurate.
2. Reinterviewing households which have been interviewed by the EN and comparing the information gathered against the CAF Forms 2, 3, 4, and or 5 accomplished by the EN, and discussing to the EN/TS any inconsistency observed.
3. Observing the EN while doing the actual interview and discussing to the EN the result of the observation.
4. Scrutinizing/editing accomplished questionnaires while still in the field.
Duties and responsibilities of supervisors, and discussion on how to accomplish different forms used in field editing are included in the 2012 CAF Supervisor's Manual provided in Related Materials.

Questionnaires
I. Household-based Questionnaires
a. CAF Form 1 (List of Households) -- a form used to list all the housing units whether occupied or vacant and the households in the particular enumeration area (EA). The name of the household head, address of the household, total number of household members, and number of males and females among the household members were also gathered in this questionnaire. It was also used to determine the presence of household members engaged in agricultural, aquaculture, and/or fishing activity whether as an operator or not, the number of operators in each type of activity they are involved, and the total number of operators in the household regardless of the type activity they are involved.
b. CAF Form 2 (Household Roster) -- a form administered to households with operators in agricultural, aquaculture and/or fishing activity as listed in CAF Form 1. It was used to record the socio-demographic characteristics of all the household members including the identified agricultural, aquaculture, and/or fishing operators.
c. CAF Form 3 (Core Questionnaire for Agriculture) -- a form administered to every agricultural operator and used to record information about the agricultural activity of the operator, such as legal status of the holder, physical area, location of the farm, temporary and permanent crops planted, and livestock and/or poultry raised.
d. CAF Form 4 (Core Questionnaire for Aquaculture) -- a form administered to every aquaculture operator and used to record information about the aquaculture activity of the operator, such as legal form of organization, and characteristics of the aquafarm used -- number, type, location, water environment used, area/volume, and type and number of species cultured.
e. CAF Form 5 (Core Questionnaire for Fisheries) -- a form administered to every fishing operator and used to record information about the fishing activity of the operator, such as legal form of organization, type of water environment where fishing activity was performed most of the time, number of fishing boats/vessels used, type of fishing boat/vessel used, gross tonnage of fishing boat/vessel used, ownership of fishing boat/vessel used, and the kind and number of fishing gears/accessories/devices used in an operation.
Note: All the household-based questionnaires (CAF Forms 1 to 5) were written in English language. Translation guides were prepared in five major dialects in the Philippines -- namely, Tagalog, Cebuano, Ilocano, Hiligaynon and Waray.
II. Community-based Questionnaire
CAF Form 6 (Barangay Questionnaire) -- a form administered to a barangay chairman or official to collect data on the presence/availability of facilities, input dealers, and service providers related to agriculture, aquaculture, and fishing in all barangays nationwide. It also gathered information on dominant terrain of the barangay and occurrence of destructive natural calamities in the barangay in the past five years.
III. Establishment-based Questionnaires
a. CAF Form 24 (Agriculture Establishment, Growing of Crops) -- an eight-page booklet type questionnaire with a one-page loose sheet of list of temporary/permanent crops to be given to establishments/enterprises covered in 2012 CPBI. It intends to collect data on the farm/holding of the establishment/enterprise engaged in growing of crops, such as legal status of the holder, physical area, location of the farm, temporary and permanent crops planted.
b. CAF Form 25 (Agriculture Establishment, Livestock and Poultry Raising) -- a six-page booklet type questionnaire given to establishments/enterprises covered in 2012 CPBI. This questionnaire was intended to collect data on the farm of holding of the establishment/enterprise engaged in raising of livestock, other animals and/or poultry, such as legal status of the holder, kind of livestocks and/or poultry, and number of heads and/or birds.
c. CAF Form 26 (Aquaculture Establishment) -- a six-page questionnaire given to establishment/enterprise covered in 2012 CPBI. This questionnaire was intended to collect data on the aquaculture activity of the establishments/enterprises engaged in culturing of different aquatic species, such as legal form of organization, number of aquafarms used, type of aquafarm, location of aquafarm, water environment used, area/volume of the aquafarm, and type and number of species cultured.
d. CAF Form 27 (Fishing Establishment) -- a four-page questionnaire given to establishment/enterprise covered in 2012 CPBI. This questionnaire was intended to collect data on the fishing activity of the establishments/enterprises, such as legal form of organization, type of water environment where fishing activity was performed most of the time, number of boats/vessels used, type of boat/vessel used, gross tonnage of boat/vessel used, ownership of boat/vessel used, and kind and number of gears/accessories/devices used.

3. To hold in strictest confidence the identification of any establishment or individual that may be inadvertently revealed in any documents or discussion, or analysis. Such inadvertent identification revealed in her/his analysis will be immediately brought to the attention of the data depositor.
Authorization to use this data through the microdata file is granted only to the client or data user and persons within its organization, if applicable. Under no circumstances shall the client reproduce, distribute, sell or lend the entire data or parts thereof to any other data user apart from himself or that of authorized employees in his organization. The PSA shall hold the data user fully responsible for safeguarding the data from any unauthorized access or use.
Before being granted access to the dataset, all users have to formally agree:
1. To make no copies of any files or portions of files to which she/he is granted access except those authorized by the data depositor.
2. Not to use any technique in an attempt to learn the identity of any person, establishment, or sampling unit not identified on public use data files.
