Functional literacy rate - a significantly higher level of literacy which includes not only reading and writing skills but also numerical skills. The skills must be sufficiently advanced to enable the individual to participate fully and efficiently in activities commonly occurring in his life situation that require a reasonable capability of communicating by written language.
Functional literacy levels - are categorized into:
Level 0 - cannot read and write
Level 1 - can read an write
Level 2 - can read, write, and compute (with numerical skill)
Level 3 - can read, write, compute, and comprehend (with numerical and comprehension skills)
Level 4 - high schol graduate or higher
