Description
This includes all consumption and/or expenditures for fuel, light and water plus the value of fuel, light and water received as gifts and consumed from net share of crops/family sustenance activities/entrepreneurial activities.
Take note that the reference month is the past month, June 2004. However, if the consumption and/or expenditures is not normal i.e., unusually high or low during the past month, the "average month" reference period may be used to avoid oversetimation and underestimation of the family expenses for the entire semester.
In case a family shares the facilities with other households, only an estimate of the family's consumption should be included. The cost of LPG, kerosene, electricity and water used by the other families occupying a part of the house of the sample family should be excluded. In this situation, ask for the amount shared monthly by the sample family.
LPG, kerosene, electricity and water used in business either operated by the family or the other family sharing a part of the house should also be excluded. In such a case, ask the respondent to estimate the amount consumed for private use of the family. You may help the respondent estimate the family's electric consumption by making list of the household's electrical appliances in the Computations/Remarks, together with their wattage and the frequency of use (e.g. average no. of hours used per day) during the month. Get the total kilowatt consumption for the month then multiply the value by the rate per kilowatt charged in the area. Enter the results in the "In cash/On credit" column. Subtract this value from the total bill and report the difference in Section L as cost incurred in operating a business.
If electricity is used to pump water from natural source for use of the family, enter the cost of electricity used in this item but do not impute any value for water in this case.
Water taken free of charge from surface wells, artesian wells, other community wells and from natural sources shall not be given any value.
If any family member is provided with free housing by his employer including light and water, ask for the estimate of the family's consumption on light and water and report under "In Cash/On Credit" column. However, do not forget to report the same amount under Wages and Salaries.
Make sure that the value entered in the "In Kind" column can be checked against the entries under Value Consumed in Family Sustenance Activities, Net Share of Crops and Entrepreneurial Activities.
