The APIS is a response of NSO to the demand for statistics relating to poverty using income and non-income based indicators. It provides social, economic and demographic data on Filipino families which have been correlated with poverty.
This survey is designed to provide timely, accurate and consistent production of poverty-related data for uses at the national and regional level for policy-making and development planning.
Specifically, it is designed to gather data on the socio-economic profile of families. It also generates indicators such as own or ownership possession of house and lot, roofs and walls of housing units made of strong materials, access to safe water, with sanitary toilet, children 6-12 years old enrolled in elementary, children 13-16 years old enrolled in high school, with members 18 years old and over gainfully employed, with working children 5-17 years old and with members involved in any people's organization and/or non-government organization.

Sampling
The 2004 APIS uses the 2003 Master Sample (MS). The 2003 MS utilizes a multi- stage sampling design, which involved the selection of sample barangays with probability proportional to size at the first stage; selection of sample enumeration areas also with probability proportional to size within sampled barangays at the second stage; and selection of sample housing units, with equal probability within sampled enumeration areas at the third stage. However, for operational considerations, a minimum of 3 and a maximum of 30 housing units were taken from very small and very large sample EAs, respectively.
Of the 48,115 sample households for the LFS, 42,789 were successfully interviewed in the 2004 APIS. This translated to a response rate of 88.9 percent at the national level.
The results presented in this report are weighted to ensure that the data are representative of the population of the Philippines and its regions. Sampling weights or expansion factors were applied to the data obtained from sample households in order to derive estimates for the larger population from which the sample households were selected for the purpose of survey interviewing. The weights or expansion factors applied to each sample household reflected the probability of the households being selected fro the survey sample. More specifically, the basic sampling weights assigned were equal to the inverse of the joint probability of selection in the three stages of sample selection. Since the sample was self-weighting within domains or strata, each household in a particular stratum received the same weight, or raising factor.
The weights adjustments factor takes into account the sample EAs which were not enumerated and households which were not interviewed. The product of the basic weights and weights adjustments factor was used to obtain the preliminary weighted estimates of the total number of families.
In order to make the weighted estimate of the total number of families consistent with the estimated number of families as of July 2004, a final weight adjustment factor was used. The estimated number of families by province as of July 2004 was derived using the population growth rate by province for the period 1990-2000, based on the 1990 and 2000 census counts. In each province, the final weight adjustment is equal to the ratio of the estimated number of families as of July 2004 to the preliminary weighted estimate of the total number of families from the 2004 APIS data.
The weights adjustments factor takes into account the sample EAs which were not enumerated and households which were not interviewed. The product of the basic weights and weights adjustments factor was used to obtain the preliminary weighted estimates of the total number of families.
In order to make the weighted estimate of the total number of families consistent with the estimated number of families as of July 2004, a final weight adjustment factor was used. The estimated number of families by province as of July 2004 was derived using the population growth rate by province for the period 1990-2000, based on the 1990 and 2000 census counts. In each province, the final weight adjustment is equal to the ratio of the estimated number of families as of July 2004 to the preliminary weighted estimate of the total number of families from the 2004 APIS data.

The DSOs, SCOs and hire SRs are under the Supervision of the Provincial Statistician or designated supervisor of the province. They are expected to observe interviews, scrutinize accomplished questionnaires and interview sample households at random.
The Regional Directors (RDs) and Regional Statisticians or their alternates who acted as trainers in the second-level training for the July 2004 LFS and APIS are provided with five (5) mandays each for supervision.
The Provincial Statistics Officers (PSOs) and Provincial Statisticians or their alternates who were either trainers or participants in the trainings are provided with five mandays each.
The Regional Directors (RDs) and Regional Statisticians or their alternates who acted as trainers in the second-level training for the July 2004 LFS and APIS are provided with five (5) mandays each for supervision.
The Provincial Statistics Officers (PSOs) and Provincial Statisticians or their alternates who were either trainers or participants in the trainings are provided with five mandays each.
The main questionnaire is called APIS Form 1 and this contains questions on the following topics:
Demographic Characteristics - obtains the demographic characteristics of each family member such as relationship to the family head, sex, age, marital status and highest grade completed.
Health Status - obtains information on whether illnesses and/or injuries experienced by the family are work related or not and the type of health facilities that they are visiting or consulting in case of illnesses and/or injuries or anything pertaining to their family's health.
Schooling Status and Highest Grade Completed - determines whether a family member aged 6 to 24 years is currently attending formal school, and if so, the grade or year the member is currently attending. If not attending, then the reason for not currently attending school is also asked. It also determines the educational attainment of the family members 5 years old and over.
Economic Characteristics - obtains information on the employment status of each family member 5 years old and over. It also includes questions on occupation and business the household member engaged in during the past six months and salaries and wages from employment of each working family member.
Housing and Water Sanitation - obtains information that relates to housing characteristics and household conveniences/amenities owned by the family. The main source of water supply and kind of toilet facility used are also asked.
Other Relevant Information - determines if any member of the family has health insurance plan, and if any member of the family is a member of any people's organization.
Family Expenditures Activities - determines the expenses made by the family purely for personal consumption.
Family Sustenance - determines whether or not the family is engaged in family sustenance activities, which is for home consumption only, in order to augment family income. If engaged, this section asks for the net receipts and value consumed of the products derived from the family sustenance activities.
Net Share of Crops, Fruits and Vegetables Produced or Livestock and Poultry Raised by Other Households - determines whether or not the family has received a share on crops, fruits, vegetables, etc. which were raised and harvested by other households, in terms of the produce or in cash. This also asks for the total net value of share, sold for cash and value consumed of the products received.
Entrepreneurial Activities - determines if any member of the family is engaged as operator or self-employed in any agricultural or non-agricultural family-operated activities. If engaged, this section asks for the total value, value consumed and value given away as gifts of the products derived/produced from such activity and the operating expenses incurred in doing such activity.
Other Sources of Income - obtains information on other sources of family income not derived from work.
Other Receipts - obtains information on the sources of non-income receipts of families, that is, those that do not come from earnings, property income and gifts received.
Changes in Welfare - obtains information on the standard of living as assessed by the family.

Data Processing
Manual processing of APIS questionnaires were done at the Provincial Office by the provincial staff who attended the training of APIS processing. The expected daily output for the APIS manual processing is at least 20 questionnaires per processor per day.
Data access
Authorization to use this data is granted only to the client or data user and persons within its organization, if applicable. Under no circumstances shall the client reproduce, distribute, sell or lend the entire data or parts thereof to any other data user apart from himself or that of authorized employees in his organization. The NSO shall hold the data user fully responsible for safeguarding the data from any unauthorized access or use.
Before being granted access to the dataset, all users have to formally agree:
1. To make no copies of any files or portions of files to which s/he is granted access except those authorized by the NSO.
2. Not to use any technique in an attempt to learn the identity of any person, establishment, or sampling unit not identified in the dataset.
3. To hold in strictest confidence the identification of any establishment or individual that may be inadvertently revealed in any documents or discussion, or analysis. Such inadvertent identification revealed in her/his analysis will be immediately be reported to the NSO.
Before being granted access to the dataset, all users have to formally agree:
1. To make no copies of any files or portions of files to which s/he is granted access except those authorized by the NSO.
2. Not to use any technique in an attempt to learn the identity of any person, establishment, or sampling unit not identified in the dataset.
3. To hold in strictest confidence the identification of any establishment or individual that may be inadvertently revealed in any documents or discussion, or analysis. Such inadvertent identification revealed in her/his analysis will be immediately be reported to the NSO.
Any report, paper or similar articles, whether published or not, emanating from the use of this data shall give appropriate acknowledgement as suggested herein, “(Title of Census/Survey, version number and date), National Statistics Office, Manila, Philippines”, as the source of basic data. The data user or client is encouraged to provide NSO with a copy of such report, paper or article. It is understood that unless expressly allowed by the client, such report, paper or article shall not be used for any purpose other than monitoring.

The NSO gives no warranty that the data are free from errors. Hence, the NSO shall not be held responsible for any loss or damage as a result of the client's manipulation or tabulation of the data.
