The 2019 Survey on Information and Communication Technology (SICT) is the eight in the series of SICT and the fourth conducted by the Philippine Statistics Authority (PSA). It is a rider to the 2019 Annual Survey of Philippine Business and Industry (ASPBI) conducted in 2020.
Specifically, the survey aims to measure the following:
* component of ICT resources and their utilization by establishments
* diffusion of ICT into establishments from various sources
* e-commerce transactions from data on e-commerce sales/revenue and purchases
* cellular mobile phone business transactions from data on sales/revenue
* an estimate of the number of ICT workers in establishments
* methods of disposal of ICT equipment
* presence of social media accounts of establishments
Some indicators to be generated from the survey are as follows:
* the proportion of establishments using computer
* the proportion of employees using computers
* the proportion of establishments with Internet connections
* the proportion of employees using the Internet at work
* the proportion of establishments with Website
* the proportion of establishments with Intranet
* the proportion of establishments placing and receiving orders over the Internet
* the proportion of establishments using the Internet by type of access and activity
* the proportion of establishments with LAN and Extranet
* the proportion of establishments on methods of disposal of ICT equipment
* the proportion of establishment with social media accounts

Coverage
The geographic domain for establishments under core ICT and BPM industries is the region, while for those establishments classified under non-core ICT industries, the geographic domain is at the national level. Hence, the samples of the 2019 SICT for core ICT and BPM industries can provide estimates at the regional level, while the non-core ICT industries can provide data at the national level only.
Establishment - defined as an economic unit under a single ownership or control, i.e., under a single legal entity, engaged in one or predominantly one kind of economic activity at a single fixed location.

Sampling
The 2019 SICT utilized the stratified systematic sampling design with 3-digit PSIC serving as industry strata (industry domain) and the employment size as the second stratification variable, except for ICT Core and BPM industries which is at the 5-digit PSIC level.
Industry Domain
The industry domain, referred as industry stratum, for the 2019 SICT are the 5-digit PSIC level (sub-class) for core ICT industries and BPM industries and 3-digit PSIC level (industry group) for non-core ICT industries. Generally, the industry strata are the same for all establishments within the Micro, Small and Medium classification.
MSME Domain
Considering the need for data on MSMEs, the establishments were grouped according to the following:
Micro - Total employment of 1 to 9
Small - Total employment of 10 to 99
Medium - Total employment of 100 to 199
Large - Total employment of 200 and over
Geographic Domain
For all employment sizes, the geographic domain for the core ICT and BPM industries are the regions; while for the non-core ICT industries will be at the national level for 2019 SICT.
Sample Size and Allocation
The primary consideration in the determination of sample size for the survey was its manageability at the optimum level of estimated budget without compromising the reliability and timely release of survey results. The sample size was computed based on the target CV of eight (8) percent.
The sample size was determined by MSME Classification and Industry Stratum. Minimum sample size is set to 5 establishments per cell (industry domain and employment stratum). However, when the total number of establishments (N) in the cell is equal to or less than the set minimum sample size, all establishments in that cell are taken as samples.
Samples under Certainty Stratum
All establishments with TE 100 and over under the core ICT and BPM industries (Stratum 1) were already considered as samples for the survey.
Allocation for Non-Certainty
Proportional allocation was applied to the non-certainty employment strata for each 5-digit level (industry sub-class) under core ICT and BPM industries within the region. Furthermore, samples were proportionately allocated for each 3-digit level (industry group) under non-core ICT industries at the national level.
Sample Selection
For core ICT and BPM Industries, the samples were selected using stratified systematic sampling within the region while non-core ICT industries were at the national level. The establishments are sorted by province from largest actual employment to smallest actual employment, business name and ECN.
Stratified Systematic sampling was chosen so that the TE values of the sample establishments are spread out, resulting from good representation of samples within the employment stratum, thus avoiding all sample establishments with low TE values or high TE values.

The overall response rate for the 2019 SICT is 78.1 percent (10,120 of the 12,959 sample establishments). This included receipts of "good" questionnaires, partially accomplished questionnaires, and reports of closed, moved out, or out of scope establishments. In addition, 384 establishments responded online.
For Core ICT and BPM industries with TE 100 and over, the weight is equal to 1.

The base weight is the inverse of the probability of selection. For the SICT, the base weight for each domain is given by:

To account for non-response in the non-certainty strata, the adjustment factor (n/n') was multiplied with the sampling weight (W) of each of the sampling unit. The sampling weight, defined as N/n, was recomputed as

To ensure quality of data during operations, close supervision of enumeration was undertaken by RDs/PSOs/OICs/Regional and Provincial Statisticians.
There is only one type of questionnaire for the 2019 SICT which will capture data for sample establishments of the 18 sectors of the economy as defined in the 2009 PSIC. The clearance number for the 2019 SICT Form 1 is PSA-2042, and its expiry date is 30 September 2021.
The 2019 SICT questionnaire is available in three versions, namely, printed, electronic and online.
Printed Questionnaire
The printed questionnaire will be distributed to sample establishments by PSA personnel and will be collected one week after.
Electronic Questionnaire
The electronic copy of the questionnaire, whether in excel or fillable pdf file, is to be emailed to sample establishments either by CO or PSO personnel, upon request.
Online Questionnaire
The questionnaires can be accessed online at https://sict.psa.gov.ph. This URL is indicated in the cover page of the questionnaire as well as in the SICT primer which will also be distributed to establishments. Furthermore, the URL is mentioned in the notification email that will be sent to sample establishments two weeks before the start of the distribution of questionnaires.

Furthermore, the following were indicated in the questionnaire for emphasis and guidance:
1. Confidentiality of information (as stated in Section 26 of RA 10625)
2. Penalties (as stated in Section 27 of RA 10625)
3. Instructions on how to accomplish the questionnaire online
4. Definition of total employment, and paid and unpaid employees
An evaluation of the 2019 SICT questionnaire was also included after accomplishing the general information about the establishment.
