The 2017 APIS is the twelfth in a series of poverty indicators surveys conducted nationwide since 1998. The survey gathers data that can be used to generate income and non-income based poverty indicators to assess and monitor the poverty situation in the country. This also includes questions about access to drinking water, sanitation and hygiene.
The APIS is designed to provide estimates for income and non-income indicators related to poverty. It gathers data on the socio-economic profile of families and other information that are related to their living conditions. Specifically, it generates information on indicators that are correlated with poverty in order to:
Determine family income; Determine family expenditure pattern; Determine the percent distribution of families in relation to the following indicators: ownership or owner-like possession of house and lot and the types of the materials of the roofs and walls of their housing units, and presence of electricity; type of toilet and handwashing facility they use in their homes, main source of water supply, and source of drinking water; ownership of household conveniences; children 6-11 years old enrolled in Grade 1 to Grade 6; children 12-15 years old enrolled in Junior High School (Grade 7 to Grade 10); with members 18 years old and over who are employed and with working children 5-17 years old; who availed of loan and its sources with at least one member who experienced hunger in the past three months

Of the 10,478 eligible sample households for the APIS 2017, 10,159 were successfully interviewed. This translated to a response rate of 97 percent at the national level. The response rate is the ratio of the total households who were completely interviewed to the total eligible households. Eligible households consisted of households who were completely interviewed, refused to be interviewed, temporarily away, not at home or on vacation, and those located in critical or flooded areas during the survey period.
Of the 10,478 eligible sample households for the APIS 2017, 10,159 households were successfully interviewed. This translated to a response rate of 97 percent at the national level.

The Regional Directors (RDs), Provincial Statistics Officers (PSOs), Statistical Operations and Coordination Division (SOCD), and Civil Registration and Administrative Support Division (CRASD) Chiefs shall supervise during the field operation. The RDs, PSOs, and SOCD/CRASD Chiefs are provided with seven man-days each for supervision inclusive of travel time. The Regional Focal Person (RFP) for the LFS July 2017 and APIS 2017 will have 10 man-days inclusive of travel time. He/She is expected to supervise during the first two weeks of data collection in order that he/she is able to immediately correct any error, and provide solutions to problems encountered by interviewers.
The RD, PSO, SOCD/CRASD Chiefs and the RFP will coordinate with each other in planning their field supervision so that they will not supervise the same sample Enumeration Areas (EAs). While in the sample areas, the RDs, PSOs, SOCD/CRASD Chiefs, and the RFP will carry out the following:
1. Observation of interviews to ensure that these are properly done;
2. Scrutiny of accomplished questionnaires to ascertain completeness and consistency of entries; and
3. Discussion with the interviewer of the errors committed during the interview and in filling out the questionnaire, and corrections to be made.
The Provincial Focal Person (PFP) will closely supervise the SRs throughout the duration of the survey. He/she will keep the PSO informed of the progress of the fieldwork. He/she will plan an efficient schedule of fieldwork such that he/she is able to observe the conduct of interview of all interveiwers are immediately corrected; hence errors will not be repeated in succeeding interviews. As PFP, he/she should see to it that the necessary preparation before the fieldwork is done and that expected tasks during the and after the fieldwork are properly carried out.
