The Monthly Integrated Survey of Selected Industries (MISSI) is one of the designated statistical activities undertaken by the Philippine Statistics Authority which covers major industries of manufacturing. The main objective of MISSI is to monitor the performance of growth-oriented industries in the manufacturing sector through monthly indicators in the form of indices and growth rates. The survey gathers monthly data on employment, compensation, value of production, revenue/sales, inventories and capacity utilization rate from manufacturing establishments.
The MISSI generates and disseminates four industrial indices generated from data on production and revenue/sales, namely: a) Value of Production Index (VaPI), b) Value of Net Sales Index (VaNSI), c) Volume of Production Index (VoPI), and d) Volume of Net Sales Index (VoNSI). The indices on volume, VoPI and VoNSI, are two derived indicators which are estimated using the Producer Price Index (PPI) generated from the Producer Price Survey (PPS). The average capacity utilization rate by industry division/group is also included in the dissemination of MISSI results.

Sampling
The industry structure or classification for MISSI follows the Philippine Systems of National Accounts (PSNA) grouping. Further, the PSNA grouping follows the 2009 PSIC for the 2018 base period.

Survey Frame
The main source of the sampling frame was all manufacturing establishments of the ASPBI 2019 with Total Employment (TE) of 20 and over whose characteristics was updated using the List of Establishments (LE). A total of 11,253 manufacturing establishments with TE 20 is in the ASPBI 2019.
Sampling Design
MISSI utilizes a Cut-off Sampling Design. "Cut-off sampling is a sampling procedure in which a predetermined threshold is established with all units in the universe at or above the threshold being included in the sample and all units below the threshold being excluded. The threshold is usually specified in terms of the size of some known relevant variable. In the case of establishments, size is usually defined in terms of employment or output" (United Nations, Producer Price Index Manual, 2004, p.650).For the MISSI, the threshold is based on the value of production. Value of production is equal to the value of products sold adjusted for the changes in inventories of finished products and work-in-progress (ending less beginning). The establishments' value of production was computed from the ASPBI 2019 and was used as basis in the selection of samples.
Sample Selection
The responding sample establishments of the ASPBI 2019 with TE 20 and over were grouped according to the 22 industry divisions and 48 industry groups. Value of production by establishment were computed and arrayed from largest to smallest value of production within each industry group or division. Concentration ratios by industry group or division were computed to determine the industry leaders or establishments that were within the top 50 percent to 100 percent contributors to value of production by industry group or division. These industry leaders were taken as samples for the current year.The number of samples for the MISSI 2021 is 920.
Both results from the MISSI and the Quarterly Survey of Philippine Business and Industry (QSPBI) for manufacturing are used as inputs in the compilation and estimation of the quarterly gross domestic product. To ease respondents' burden, MISSI samples are automatically not selected as samples for the QSPBI.
Rebasing
Starting with the January 2021 reference month, production and sales indices from the MISSI are rebased to 2018, from 2000 base period.
The major changes in the rebasing are (1) the industry structure or classification and (2) the weights which measure the relevance of the industries. The industry classification for the 2018-based series follows the 2009 PSIC, while the 2000-based series adopted the 1994 PSIC. For the rebased series, the weights at the base year were computed based on the final results of the 2018 Census of Philippine Business and Industry (CPBI). The results of the ASPBI will be used to update the weights annually until the next rebasing.
Other changes are on the methodology of index computation and on the estimation of average capacity utilization rate.

The weight of the industry group is the percent share of the industry to the total value of production for the industry division. The sum of the weights of all industry groups within an industry division is equal to one (1).

Face-to-Face Interview, Mail Questionnaire
The distribution and collection of questionnaires is under the supervision of the PSA Regional and Provincial Offices.
The MISSI undergoes a regular clearance process. It utilizes a shuttle type questionnaire with approval number and expiration date.
-MISSI 2021 has an approved clearance number of PSA-2103 and expiry date of 31 January 2022
The field offices distribute the questionnaires at the beginning of the year and collect the data on a monthly basis.

Data Processing
Editing of the MISSI accomplished questionnaires was done to check for the completeness, consistency, and reasonableness of data. It consist of three stages: field editing, office verification and machine validation.
Field editing of data was done by the provincial staff upon collection of the accomplished questionnaires from the establishments. The objective is to check for completeness and consistency of entries in the questionnaires. Any inconsistent or missing data was corrected at this stage as this can be immediately verified from the respondents.
Office verification was done by provincial office staff upon receipt of the accomplished questionnaires from the field men. In some instances, callback to the establishments in the form of phone call or email to verify some inconsistent or missing data.
Desk verification was done by the Industry Statistics Division (ISD) staff to check the consistency and reasonableness of entries in the accomplished questionnaires. This process also validates the status of establishments such as non-responding and reported closed, cannot be located, transferred, and out of scope etc.. The telephone was extensively utilized to verify information from the establishment's contact person. The Internet was also used to obtain information on the contact address and to research for information on the status of the establishment.
For unit or item non-response, the following are undertaken:
1. Establishments that stopped operation, temporary stopped operation (TSO), on strike, etc., during the year are given "0" values.
2. Data of non-responding samples were estimated using short-term geometric mean of the relative values of responding samples within the industry class.
3. Revisions to the preliminary estimates are done upon receipt of actual reports of the late respondents.
