The 2019 APIS is the 13th in a series of poverty indicators surveys conducted nationwide since 1998. The survey gathers data that can be used to generate non-income poverty indicators to assess and monitor poverty situations in the country. It also includes questions about access to drinking water, sanitation, and hygiene as a commitment to the Sustainable Development Goal (SDG) 6 to monitor people’s access to drinking water, sanitation, and hygiene. Moreover, data from this survey will serve as input in the development of the Multi-dimensional Poverty Index (MPI).
The survey gathers data on the socio-economic profile of families and other information that is related to their living conditions. Specifically, it generates indicators that are correlated with poverty to determine the percent distribution of families in relation to the following indicators:
a. children 6-11 years old enrolled in primary education programs or elementary;
b. children 12-17 years old enrolled in junior high school;
c. with members 18 years old and over who are gainfully employed and with working children 5-17 years old;
d. who received and availed selected social protection programs;
e. access to government services;
f. owner-like possession of house and lot and the types of the materials of the roofs, walls of their housing units and floor materials;
g. access to improved drinking water source, sanitation or type of toilet facility and handwashing facility they use in their homes; and
h. who avail of loan/s and its sources.

Sampling
Of the 40,307 eligible sample households for the 2019 APIS, about 39,315 were successfully interviewed. This translates to a response rate of 97.5 percent at the national level. The response rate is the ratio of the total households who were completely interviewed to the total eligible households. Eligible households consisted of households who were completely interviewed, refused to be interviewed, temporarily away, not at home or on vacation, and those located in critical or flooded areas during the survey period.
Of the 40,307 eligible sample households for the 2019 APIS, about 39,315 were successfully interviewed. This translates to a response rate of 97.5 percent at the national level.

The Regional Directors (RDs) and Provincial Statistics Officers (PSOs) were responsible for the overall supervision and efficient implementation of survey field operations in their respective region and province. The RDs, PSOs and SOCD Chiefs were provided with seven mandays each for supervision inclusive of travel time. The Regional Focal Persons (RFPs) and Provincial Focal Persons (PFPs) for the 2019 APIS were provided with ten mandays each of supervision inclusive of travel time. He/she supervised the first two weeks of data collection in order that he/she is able to immediately correct any error, and provide solutions to problems encountered by interviewers. The RDs, PSOs, SOCD Chiefs, RFPs and the PFPs coordinated with each other in planning their field supervisions so that they will not supervise the same sample EAs. While in the sample areas, the RDs, PSOs, SOCD Chiefs, RFPs and the PFPs carry out the following:
1. make observation of interviews and perform re-interview (using the appropriate re-interview form) when necessary to ensure that data collection is properly carried out; and
2. discuss with the interviewer the errors committed during the interview and of corrections to be made.
The PFP kept the PSO informed of the progress of the fieldwork. He/she observed the conduct of interview of all interviewers during his/her scheduled supervision. This will ensure that errors committed by interviewers are immediately corrected, hence errors will not be repeated in succeeding interviews.

Data Processing
The Machine Processing of 2019 APIS was conducted as a guide for processors in checking for the completeness, consistency of entries, and reasonableness of data entered by Statistical Researchers (SRs) using the Computer Assisted Personal Interview (CAPI) system. The processor was given the full task of examining carefully and meticulously all the entries in the CAPI.
