Study notes
The LTS aims to generate quarterly data on labor turnover (accession and separation rates) as indicators of labor market activity in small, medium and large business establishments.
The information gathered in this survey is intended to generate timely labor market signals as a sound basis in planning, policy formulation and decision making in government, business and industry.

The 2019 LTS samples was extracted from the preliminary 2018 List of Establishments (LE) as of 08 January 2019.
This list was a product of 2018 Updating of List of Establishments (ULE). The updating involved complete enumeration of establishments in the barangay where "no matched" establishments (establishments listed in other sources but not in the LE) from prioritized secondary sources are located, barangay with new malls, barangay having establishments with total employment of 100 and over, barangay with the highest number of establishments from typhoon Yolanda affected cities/municipalities and barangays with the highest number of establishments for some provinces. Also covered using mail inquiry, were other "no matched" establishments including those located in distant barangays.
Other sources of updates are the survey feedbacks from the 2016 Annual Survey of Philippine Business and Industry (ASPBI) and 2018 3rd Quarter Labor Turnover Survey (LTS).
A total of 18,326 establishments in NCR with employment size of at least 20 workers extracted from the 2018 List of Establishments comprised the LTS 2019 sampling Frame.

Sampling procedure
The establishment is the unit of enumeration. The 18,326 sample establishments in NCR included in the frame were stratified based on the eighteen (18) sections as domains.
The initial sample size per stratum was obtained by taking into account the computed highest Coefficient of Variation (CVh) at the national level between the estimates on Accession and Separation rates from the final result of the 3rd Quarter 2018 LTS and a target Coefficient of Variation.
A total of 18,326 samples was computed and was further reduced to 1,209 establishments during the 3rd and 4th quarter 2019 LTS. As a sound basis in the reduction of the number of samples, a study has been made on the reliability of data using previous survey results. The study showed thar regardless of the number of samples taken, data were still reliable.

Data collection supervision
The personnel from the PSA Field Offices supervised the data collectors/survey researchers in their respective field offices. In provinces/areas where there were relatively many establishments to be covered, area supervisors were hired to assist the survey researchers/encoders in the supervision of data collection activities as well as the manual and machine processing.
Questionnaires
The 2019 Labor Turnover Survey questionnaire has been designed to capture key labor market trends in the formal sector of the economy.
The comments/suggestions provided by the Standard Service thru the Statistical Survey Review and Clearance System (SSRCS) for the improvement of the questionnaire were incorporated as follows:
a.) Use of boxes when coding the PSGC and PSIC to insure the completeness of the code.
b.) Change Average Total Employment (ATE) to Total Employment (TE).
c.) Add boxes for the 2009 PSIC code.
The questionnaire contained the following information:

2. Main Economic Activity and Major Products/Goods or Services
