The Quarterly Inland Fisheries Survey (QIFS) is a survey on volume and price of fish, by species caught by the households engaged in inland fishing. The general objective of QIFS is to generate information on quarterly volume and value of inland fish catch by species at the provincial, regional and national levels.
Inland municipal fishing include the catching of fish, crustaceans, molluscs and all other aquatic animals and plants in inland waters like lakes, rivers, dams, marshes, swamps, irrigation canals, creeks, etc. using simple gears and fishing boats. Some of which are non-motorized with a capacity of three (3) gross tons or less, or fishing not requiring the use of fishing boats.
Data on monthly volume and value of catch by species by households for the quarter are gathered during the survey using QIFS Form 1. The survey is implemented by the staff of the Provincial Statistical Offices (PSOs) of the PSA. Respondents are any member of the household who are involved in inland fishing, may either be full-time or part-time fishermen.
Despite the meager contribution of inland fisheries to the total fisheries output, fisheries statistics would not be complete without the estimates from this sub-sector. The number of households dependent on fish catch from inland bodies of water could not be ignored. Some of the fish catch of inland fishing households is usually intended for home consumption.

Sampling
As part of improvement in the generation fisheries statistics, FSD adopted the new survey designs for its fisheries surveys. The redesigned QIFS implements a new sampling design using the 2012 Census of Agriculture and Fisheries (CAF) as the sampling frame which replaced the old Listing of Inland Fishing Households. This frame was used to draw sample inland fishing households for the survey.
The redesigned inland survey uses a two-stage sampling design with barangay serving as the primary sampling unit (PSU) and inland fishing household as the secondary sampling unit (SSU).
Sample barangays (PSUs) are selected using probability proportional to size (PPS) with sampling rate of 10 percent. The number of inland fishing households is used as the size measure. While sample inland fishing households (SSUs) are selected using simple random sampling (SRS) for each sample barangay. The inland fishing household size is 10 per barangay. For a sample barangay which has less than 10 inland fishing households, all households are taken as samples.
Out of the 144,155 inland fishing households listed nationwide, 7,433 were sampled for 2021.

Response rate for quarterly survey of inland fisheries is 100%.
Base weights were computed for each sample inland fishing household (HH) in a sample barangay. To take into account cases of non-response samples, base weights were adjusted. Further, adjustment was made to come up wtih the final weighted estimates.

The Regional Director (RD) of RSSO is responsible for the regional level monitoring and supervision of the survey operations of the PSOs.
The Provincial Statistical Officer (PSO) is the over-all supervisor in the province. As field supervisor, the PSO should ensure accuracy of data collection and completeness of the accomplished survey forms. As part of the PSO's tasks is the conduct of spot-checking and back-checking on the work of SRs who act as data collectors for this activity.

QIFS Form 1 is a one-page English language questionnaire used in gathering information on the monthly quantity and price per kilogram by species of fish catch of the sample inland fishing households during the reference quarter. Fishing ground was included in the questionnaire to provide information on source/s of catch of the household.
One questionnaire per sample household is used in the conduct of the interview. Names of household head and respondent, as well as the relationship of the respondent to the household head are included in the survey form. The same questionnaire is used every quarter. The same data structure is required in every quarter.

Data Processing
Manual editing of questionnaires at the provincial level is needed before the electronic data processing of survey returns.
Data editing includes the following:
a) Checking completeness of data items in the questionnaire
b) Review of correctness of unit of measurement used and decimal positions
c) Coding and encoding
d) Checking expansion factors used
Before the results are summarized, another series of consistency and completeness check is made during electronic data processing.

Data Appraisal
The accomplished QIFS forms serve as inputs for internal checks of the survey data. Units of measurement used for volume and price are reviewed. Levels of estimates are compared with those of the same quarter last year. Change in production is assessed if it reflects the real inland fisheries situation in the province. Some parameters used in the validation of inland fisheries are the number of households, productivity of sources of catch, fingerlings dispersal program of the BFAR.
To ensure the quality of data, the generated outputs had to undergo data review and validation. Data review involves internal checks of the data collected, consistency and completeness check of data items and detection and correction of identified errors. Data validation, on the other hand, ensures that the estimates generated are truly reflective of the current fisheries situation. It involves thorough analysis of the generated estimates with auxiliary information.
Data review was undertaken in three (3) levels: provincial, regional and national levels which are identified as Provincial Data Review (PDR), Regional Data Review (RDR) and National Data Review (NDR), respectively.
