Integrated Survey on Labor and Employment 2019/2020

The file contains data on total employment and its breakdown into working owners, unpaid workers and employees (managers/executives, supervisors/foremen, and rank and file: regular and non-regular workers). It also looks into the employment of specific groups of workers, number of workers hired through agencies/contractors and the types of process outsourced/contracted-out.

The file contains data on the job vacancies in the establishments for the period July 2019 to June 2020. For each specific job title/occupation, information about the type and status of vacant positions, the number of vacancies and applicants, whether occupations were hard or easy to fill, length of the recruitment period, reasons why occupations are hard to fill, required length of experience, modes of sourcing job applicants as well as emerging jobs/occupations are included. Likewise, this file highlights selected statistics on job vacancies by major industry and occupation groups.

The file contains data related to Occupational Safety and Health Practices. Specifically, this includes data on the (1) prevention and control measures/activities against work safety and health conducted by establishments; (2) occupational safety and health policies/programs implemented in establishments; (3) occupational safety and health-related trainings/seminars availed by employees in establishments; (4) occupational safety and health-related trainings/seminars conducted by establishments including the training agencies/organizations; and (5) designated health and safety personnel in establishments.

The file contains data related to Occupational Safety and Health Practices. The file contains data on the labor cost and its various components. This includes different components of expenses incurred by employers in engaging the services of its workers.

The file contains data on productivity programs implemented in establishments. In particular, it inquires on productivity schemes/techniques/tools used in the program; who initiated the productivity program; objective and coverage of the program; reasons for the non-attainment of objectives; agencies who assisted in the development of the program; types of assistance provided in development of the program and availment of tax incentive under RA 6971. It also inquires how many managers, supervisors and rank and file employees covered by the productivity improvement programs and how many benefitted from the productivity-based incentive by type of incentive; and what forms of non-cash productivity-based incentives were provided in 2019.

The file contains data on the impact of recovery measures during the quarantines/lockdowns due to COVID-19 pandemic. In particular, it inquires on effects of quarantines/lockdowns on business operations; source of funds to stay liquid; and business actions considered for business recovery in the next six months.

The file contains data on the existence of registered unions; scope of bargaining unit whether supervisors only or rank-and-file only; number of union members by sex; and number of union officers by sex. Likewise it includes information on collective bargaining, the existence and coverage of Collective Bargaining Agreements (CBAs) by scope of bargaining unit; and workers covered by CBAs classified by sex, including non-union members paying agency fees. Information on the existence of an operating/active Labor Management Cooperation/ Committee/Council (LMC) in the establishments is also included in this file.

The Occupational Injuries and Diseases (OID) is one of the primary and regular modules of the Integrated Survey on Labor and Employment (ISLE). The OID for CY 2019 generally inquires on the occurrence of occupational accidents, injuries and diseases in establishments. The data generated from the OID measures the safety performance of the country which is computed using frequency rates, incidence rates and severity rates. Specifically, the OID covers cases of occupational injuries and incapacity for work of injured persons; workdays lost of cases of occupational injuries; occupational diseases and commuting accidents.
