The Annual Poverty Indicators Survey (APIS) gathers data that can be used to generate income and non-income based poverty indicators for monitoring the poverty situation in the country and as basis for the formulation of policies and programs to improve the living conditions of the population. The income data are comprehensive and will be used as key inputs in the generation of the first semester national-level estimate of poverty incidence in the country.

Sampling
The 2016 Annual Poverty Indicators Survey (2016 APIS) utilized the 2013 Master Sample (2013 MS) for household-based surveys of the Philippine Statistics Authority (PSA). The 2013 MS was designed to produce reliable quarterly estimates of selected indicators at the national and regional levels. The design can also provide reliable province level estimates after completing the four quarterly rounds.
In the 2013 MS, each sampling domain (i.e, province/HUC) is subdivided into numbers of exhaustive and non-overlapping area segments known as Primary Sampling Units (PSUs). Each PSU is formed to consist of about 100 to 400 households. A single PSU can be a barangay/Enumeration Area (EA) or a portion of a large barangay or two or more adjacent small barangays/EAs. For the whole country, about 81 thousand PSUs are formed from more than 42 thousand barangays.
From the ordered list of PSUs, all possible systematic samples of 6 PSUs were drawn to form a replicate for the most of the province domain or 75 out of 81 provinces. On the other hand, for the majority of highly urbanized cities, all possible systematic samples of 8 PSUs will be drawn to form a replicate.
The 2016 APIS used one replicate of the quarterly sample of the MS or about 11,000 sample households.

Task force training was conducted in Manila. The second level training was done simultaneously with all regions.

The pretest for the 2016 APIS was conducted in Oriental Mindoro. On April 27, 2016 briefing for the pretest was made at the Regional Office of MIMAROPA. It was attended by Central Office participants and staff from PSA MIMAROPA Regional and Provincial Offices. The first day of fieldwork was dedicated to rural Barangay of Bangkatan, Baco. Four teams composed of 2 field interviewers, team leader and observers were fielded. Each field interviewer was tasked to interview at least 2 households per area. Second day of fieldwork was conducted in urban Barangay of Sabang in Puerto Galera. A debriefing was done after the conduct of the pretest. Comments and suggestions were summarized and incorporated in the questionnaire, especially on the sections of drug awareness and prevention, social protection, access to government service,and family expenditures to come up with the final version of questionnaire.

Data Processing
Manual processing which include consistency checking, completeness of entries and coding were conducted at the Provincial Offices. Machine processing (Data entry, ID validation and consistency checking of datafiles) was done at the Regional Office. The raw datafile and clean data were sent to the Central office for further processing.

Data evaluation was conducted. Doubtful entries were verified from concerned regions.
