Data series on quarterly volume and value of municipal fish production by province, by species is maintained by the Fisheries Statistics Division (FSD) of the Bureau of Agricultural Statistics (BAS) since 2002. Although the survey is done monthly, estimates of municipal fish production are released on a quarterly basis.

Prior to 2002, only annual data on volume and value of municipal fish production by species, by province and by region were retained by the FSD. These data were published in the yearly publication entitled Fisheries Statistics of the Philippines .

Data collection for fisheries was originally under the mandate of the Bureau of Fisheries and Aquatic Resources (BFAR) until the creation of the BAS in 1987. Data collection was temporarily suspended mainly due to administrative reasons. Alternative methods of estimation were used to produce municipal fisheries data in the absence of surveys. Estimation of fish production was done at the national level with some indicators coming from operations centers. Regional and provincial outputs were distributed with 1985 as the baseline data.

Improvements in the survey design were implemented over the years. Samples from both major and minor landing centers were selected from the frame. Contractual Data Collectors (CDCs) were hired to gather all necessary information from unloading municipal fishing boats.

One concern of the BAS is how to sustain the continuity of monthly surveys due to high cost of survey operations. Monthly surveys are highly dependent on financial support extended by the BFAR, the donor agency. As a result, the number of sample fish landing centers and the number of months to be covered for the year change from year to year. Because of this, monthly collection of fisheries data is disrupted and becomes an on and off activity. The huge amount of money involved in the conduct of nationwide survey of municipal fish landing centers hindered the desire of BAS to produce the necessary information wanted by stakeholders. In the absence of monthly surveys, the BAS opted to do non-probability or quarterly surveys wherein key informants are the sources of information through recall on volume of fish unloaded in sample landing centers.

Monthly Municipal Fisheries Survey in traditional fish landing centers generates monthly volume and value of fish production by species, fishing ground and fishing gear by province. The limited financial resources needed to cover the whole fishing ground for the whole year compelled BAS to confine the statistics produced for fisheries to the volume and value of production by province.

Information on fishing effort is also generated by this survey. However, this is still under study before BAS could finally publish and release data on fishing effort.

Overview
Abstract
The Monthly Municipal Fisheries Survey is a statistical inquiry on municipal fishing that is conducted on an every-other-day frequency. Contractual Data Collectors (CDCs) are hired to conduct the survey of fishing boats unloading at the sample fish landing center. Data are gathered through actual interviews of respondents during peak unloading time using a structured questionnaire prepared at the Central Office of the BAS. The target respondents are the fisherman, fishing boat operators, and any knowledgeable crew of the fishing boat.

The general objective of the activity is to generate information on the monthly volume of fish catch by fishing ground, by fishing gear and by species at the provincial, regional and national levels. Collection of municipal fisheries data is a probability survey done in places called fish landing centers where fishing boats of three (3) gross tons and less unload and trade their catch. There are two (2) types of municipal fish landing centers, the traditional and those managed by the Philippine Fisheries Development Authority (PFDA) and local government units (LGUs).

Monthly municipal fisheries survey differs from quarterly survey in terms of number of variables gathered during the survey. Major objective of both surveys is to generate volume and value of fish catch by species by province.

Monthly Municipal Fisheries Survey contains the following data items as presented in the survey instruments:

- GENERAL INFORMATION: region, province, date of data collection (month, day, year)

- LANDING CENTER : complete name, stratum classification, unloading time

- BOAT INFORMATION : boat number, name of fishing boat, fishing gear used

- FISHING EFFORT : number of crew, number of fishing hours per trip, total number of hauls (for net gears only)

- FISH UNLOADING INFORMATION : name of fishing ground, species, quantity in local unit, name of local unit, weight of one local unit, price per local unit, raising factor, total unloadings

- SUMMARY OF UNLOADINGS FOR THE DAY BY GEAR TYPE

- REMARKS : any observation related to fisheries activities; reasons for change in volume of unloadings
