The Labor Turnover survey (LTS) is a spin off from the Employment, Hours and Earnings Survey (EHES), a survey of non-agricultural establishments with at least 20 workers. The EHES was conducted quarterly from 1987 to 1997 and semestral from 1998 until First Semester 2002.

The survey was redesigned in 2008 to cover enterprises instead of establishments in the National Capital Region (NCR) . The survey covered only the NCR for the primary consideration of generating the indicators at the shortest possible time. Sample enterprises then were selected from the Top 1,000 Corporations in the country which were sourced from the Credit Information Bureau, Inc. (CIBI). Moreover, survey data from hereon were no longer sample rates but were weighted to come up with population estimates. Hence, the first quarter 2008 data represent a break in the data series and are no longer comparable with the previous years.

From 2015 to 2017, the LTS covered a subsample of enterprises with 20 or more workers that are located in the NCR only using the updated List of Establishments available at the PSA as sampling frame. As a matter of procedure, the survey gathered consolidated information about the establishment and its branches, if any.

In 2018, the LTS was expanded from its NCR to nationwide coverage to get a more complete picture of the labor market situation in the whole country using establishment as the unit of enumeration.

Abstract
The Labor Turnover Survey (LTS) aims to generate quarterly data on labor turnover (accession and separation rates) as indicators of labor market activity in small, medium and large business establishments.

The information gathered in this survey is intended to generate timely labor market signals as sound basis in planning, policy formulation and decision making in goverment, business and industry.
