The 2012 CAF is the sixth in a series of decennial agriculture censuses and the fifth in a series of decennial fisheries censuses in the country. It is geared towards the collection and compilation of basic information on the agricultural and fishery sectors in the Philippines.

The collection of data on agriculture and fisheries was first included in the Economic Census (EC) in 1903, 1918, 1939, and 1948. In 1960, the Census of Agriculture (CA) was undertaken separately from the EC. Beginning in 1971, and every 10 years thereafter, the Census of Fisheries (CF) has been conducted along with the CA. These two census activities are collectively known as the CAF.

Overview
Abstract
The 2012 CAF is a large-scale government undertaking that is geared towards the collection and compilation of basic information on the structure of the agricultural and fishery sectors in the Philippines. The data collected in this census shall constitute the bases from which policymakers and planners formulate their plans and programs for the socio-economic development of the country.

The 2012 CAF adopted the approach outlined in the World Programme for the Census of Agriculture 2010 (WCA 2010), as recommended by the Food and Agriculture Organization (FAO) of the United Nations. This programme uses a modular approach: a core module to be carried out on a complete enumeration basis to provide key structural data and one or more sample-based census supplementary modules, which are intended to provide more in-depth data. This new approach is within the framework of the system of integrated agricultural and fisheries censuses and surveys, which allows for better organization of statistical activities. The 2012 CAF (Core Module) was conducted on a complete enumeration.

The 2012 CAF core module covered key structural data items on agriculture, aquaculture and fishing for households and establishments/enterprises. Establisments/enterprises covered were those included in the 2012 Census of Philippine Business and Industry (2012 CPBI). On the other hand, the proposed supplementary modules which should provide a more in-depth structural data on specific themes on irrigation and cropping pattern, livestock and poultry, aquaculture, fisheries, and capital formation in agriculture and fisheries were planned to be undertaken between 2014 and 2017. Due to the transition resulting from the merger of four former statistical agencies including National Statistics Office (NSO) and Bureau of Agricultural Statistics (BAS) into Philippine Statistics Authority (PSA) by virtue of Republic Act 10625 (RA 10625) enacted on 12 September 2013, these were not carried out.

A community-based census module was also undertaken in all barangays, as part of the 2012 CAF. The information collected is about the presence in the barangay of facilities, input dealers and service providers that are related to agriculture, aquaculture and fisheries. The dominant terrain of the barangay and destructive natural calamities experienced by the barangay during the past five years were also gathered.

The 2012 CAF was undertaken in the year 2013, with the field enumeration for the core and community modules on 25 February to 30 April 2013 for the households and barangays. The distribution of the 2012 CAF questionnaires for establishments/enterprises engaged in agriculture, aquaculture and fishing industries was on 1 to 30 April 2013, while the collection of these questionnaires was on 16 April to 14 June 2013.

Objectives:

The 2012 CAF was envisioned to achieve the following objectives:

1. Determine the structural characteristics of agriculture and fishery sectors;

2. Provide sampling frame for the conduct of statistical surveys on crop production, livestock and poultry, aquaculture and fisheries, and other statistical undertakings;

3. Provide basic data for use in national as well as subnational development planning; and

4. Provide data on agriculture, aquaculture and fishery facilities and services in the barangay.

Specifically, this census aims to:

1. Determine the number of households with household members engaged in agriculture, aquaculture and/or fishing activity and the number of operators in each of these activities;

2. Gather data on the legal status of agricultural holders/operators and the legal form of organization of aquaculture and fishing activities;

3. Determine the type of agricultural activity operated such as growing of crops, contract growing of trees, growing of orchids for sale, ornamental plant and flower gardening for sale, raising livestock and/or poultry, raising race horses and breeder dogs for sale, bee culture, sericulture and others;

4. Obtain a comprehensive data on the characteristics of farms/holdings such as the number of parcels used, physical area, location, tenure status, main use, presence of irrigation structure/equipment, source of irrigation water, crops planted in each parcel, planting pattern, area planted and livestock/poultry raised;

5. Collect data on aquaculture, such as the type of aquafarm, location and size/volume of aquafarm, type of water environment used in aquafarm, and species cultured/raised in aquafarm;

6. Obtain detailed characteristics of fishing activity, such as the category of fishing, number of fishing boats/vessels used, ownership of fishing boat/vessel used, gross tonnage of fishing boat/vessel used, type of fishing boat/vessel used, and the kind and number of fishing gears/devices/accessories employed in fishing activity;

7. Gather data on the demographic and socio-economic characteristics of the members of households with operators; and

8. Obtain data on the presence/availability of agriculture, aquaculture and fishery facilities, input dealers and service providers in the barangay, dominant terrain of the barangay, and destructive natural calamities experienced in the barangay within the past five years.

Notes
In line with the objectives of the census, the following items are included in the 2012 CAF:

1. Name of holder/operator/hired manager and type of activity;

2. Legal status of the agricultural holder/operator or legal form of organization of aquaculture and fishing activity;

3. Characteristics of the holding/farm, such as physical area, number of parcels, and characteristics of parcels (e.g. location, tenure status, main use and irrigation).

4. Temporary and permanent crops, planting pattern, area planted and number of trees/vines/hills;

5. Livestock and poultry raised;

6. Characteristics of the aquafarm, such as its type, location, area/volume, water environment and the type of species cultured;

7. Characteristics of the fishing activity, such as category of fishing, number of boats/vessels used, type of fishing boat/vessel used, gross tonnage of fishing boat/vessel used, ownership of fishing boat/vessel used and the kind and number of fishing gears/accessories/devices used;

8. Selected demographic and socio-economic characteristics of the household members of the operators; and

9. Information on the facilities, input dealers and service providers related to agriculture, aquaculture and fishery that are present/available in the barangay.

The 2012 CAF covered all households with at least one member who operated either a farm, an aquafarm, and/or a fishing activity for the period of January to December 2012.

All 4,045 agriculture, aquaculture and fishing establishments/enterprises covered in 2012 CPBI.

All Punong Barangay or any knowledgeable barangay official.

Notes:

The municipalities of Baganga, Boston and Cateel in Davao Oriental were not covered during the 2012 CAF enumeration because the households in these municipalities were displaced due to typhoon Pablo. However, these households might have been enumerated in other municipalities where they were temporarily relocated.

Moreover, Barangay Uauang-Galicia in Santo Tomas, Isabela was not covered because the barangay has no more inhabitants/residents at the time of enumeration.
