The source document for coastwise trade statistics is the Outward Coasting Manifest (Bureau of Customs Form No. 78), submitted by masters of vessels plying the inter-island ports to the collectors of the Philippine Ports Authority (PPA) or their authorized representatives before the vessel leaves the port area. The Philippine Coastwise Passenger Manifest containing information on passengers commuting, along with the Outward Coasting Manifest, are collected when a vessel carries both cargo and passengers. Otherwise, only one document is collected. The PSA is provided with copies of these documents which are collected by PSA field personnel from the PPA offices in the provinces. The documents collected are sorted, bundled, coded, edited, transcribed into processing sheets, and encoded in the PSA provincial offices. These are then forwarded to the PSA Central Office for further processing.
The data source for airway trade statistics is the Air Waybill (AWB) issued by the Philippine Airlines (PAL) to every consignee. The acceptance and sales clerks of PAL prepares an extra copy of every AWB issued and the corresponding sales reports which are collected by PSA field personnel. The documents collected are sorted, bundled, coded, edited and encoded in the field before transmitting it to the PSA Central Office. Documents collected from Metro Manila sales offices are transmitted to and processed at the PSA National Capital Region (NCR), then forwarded thru e-mail to PSA Central Office for further processing.
The basic document used in generating the rail trade statistics is the Daily Report of Outgoing Shipment (DROS) which is the summary of the daily cargoes shipped through the Philippine National Railways (PNR). The information contained in this form are copied by PNR personnel from the express / freight shipping orders issued for the day. The forms accomplished by station agents are collected by PSA field personnel. These are then sorted, bundled, coded, edited and encoded in the field before the submission to the PSA Central Office for further processing.

The Philippine Coastwise Passenger Manifest contains information on passengers commuting through the water transport system. Coasting Manifest (BC Form No. 78) and Philippine Coastwise Passenger Manifest (BC Form No. 460) are the two basic documents required to be submitted before a vessel is given clearance to leave or clear a port and contains a list of passengers carried by the vessel respectively.
-The Air Waybill (AWB) contains the following information:

4. Grand Total Charges
5. Declared value
Air Waybill (PAL Form No. F-O777 A) issued by PAL to every consignee is the administrative form used.

7. Declared Value
8. Freight or Express Charges
The Philippine National Railways (PNR) uses the Report of Outgoing Shipments (DROS) as the basic document in generating the rail trade statistics which is the summary of the daily cargoes shipped through the PNR.
Supervision
The Trade Statistics Division (TSD) shall be accountable in the validation, consolidation, tabulation, analysis and dissemination of the results through the Special Release and Annual Publication.
The Regional Statistical Services Office (RSSO) and the Provincial Statistics Office (PSO) shall be responsible for the field operation.
a. The Regional Director (RD) is responsible for the overall implementation of the system in his/her region of responsibility. RD monitors the collection, manual processing of documents as well as the submission of data (soft copy) to the central offices; ensures the deadline in the collection and transmittal of processed documents and soft copy in the Central Office is strictly followed; and prepares monthly progress and narrative reports to be submitted to the Chief of Trade Statistics Division.
b. The Provincial Statistics Officer (PSO) is responsible for the phases of the operation that are to be done in the provincial office. PSO supervises the collection and processing of documents; informs the Regional Director (RD) about the status of the collection and processing of documents in the province; transmits the processed documents/sheets to the Central Office; and prepares monthly progress reports, narrative and financial reports and submits these to the Regional Office. The PSO submits the reports to the RD for consolidation. All PSO's reports are expected to reach the RD not later than 45 days after the reference month.
