Compilation of Data from Slaughterhouses and Poultry Dressing Plants 2018

Series Information
The Compilation of Data from Slaughterhouses and Poultry Dressing Plants (CDSPDP) is done monthly in all Provincial Statistical Offices (PSOs) of the Philippine Statistics Authority (PSA). It covers all animals slaugtering/dressing records of National Meat Inspection Service (NMIS) registered and approved meat establishments licensed to operate, and Locally Registered Meat Establishments (LRMEs).

Since 1982, the then Bureau of Agricultural Statistics (BAS) was conducting its monitoring of animals slaughtered in slaughterhouses and birds dressed in poultry dressing plants which is independent from the then National Meat Inspection Commission (NMIC), now NMIS. Only in 1993, a Memorandum of Agreement known as the "BAS- NMIC Database Networking on Slaughter Statistics" was signed in order to strengthen the timeliness, accuracy and consistency of slaughter data from both meat establishments licensed to operate which was then referred to as accredited slaughterhouses, and LRMEs which was then referred to as non-accredited slaughterhouses and poultry dressing plants. This activity was referred to as the MASLINK. In 2003, the activity was institutionalized and known as the Monitoring of Animals Slaughtered in Abattoir (MASA).

Over the years, the collaboration between these two agencies continued but was weakened because of the implementation of RA 9296, also known as "The Meat Inspection Code of the Philippines" in 2005. Under this code, the responsibility of meat inspection was devolved to the LGUs thru the establishment of Provincial Meat Inspection Service (PMIS), City Meat Inspection Service (CMIS) and Municipal Meat Inspection Service (MMIS). Corollary to the devolution of meat inspection function of NMIC to LGUs with regards to Locally Registered Meat Establishments (LRMEs) is its secondary function relative to monitoring of the number of animals slaughtered which is necessary for the collection of fees for every head of animal slaughtered. Therefore, there existed a gap in the previous agreement between BAS and NMIC in terms of data collection, data flow, data consolidation, data validation and analysis. The title of the activity was then changed to Survey of Abattoirs and Dressing Plants (SADP) in 2009.

In 2012, the then BAS, and the National Meat Inspection Service (NMIS), collaborated to revisit the existing Memorandum of Agreement - "BAS- NMIS Database Networking on Slaughter Statistics". In order to strengthen the collaboration and accurately capture the total animal slaughter in the country, there was a need to expand the network to involve LGUs and the DA-RFOs. A sub-activity under the Livestock and Poultry Information and Early Warning System (LPI-EWS) was conceptualized. One of the subjects of the undertaking was the drafting of the DA-Administrative Order No.27 (AO 27) known as the "Guidelines on the Collection of Data on Animal Slaughter". This AO went through a series of public consultations during the third quarter of 2011 held in Luzon (Quezon City), Visayas (Cebu) and Mindanao (Davao) which were participated in by DA-RFOs, Provincial Veterinarians, NMIS Focal Persons, BAS representatives, Private Sector, among others. Under this AO, the four agencies namely BAS, NMIS, DA- RFOs and LGUs shall work together for the efficient data collection and monitoring of animals slaughtered. NMIS shall cover the accredited slaughterhouses and poultry dressing plants, while the LGUs for LRMEs. BAS shall cover the slaughtering in "Other Areas" such as households, market place and vicinities and lechon house, among others. This networking activity will be supported by a developed computerized system which was designed for encoding and generation of summary report on slaughter including the animal liveweight and dressed weight, and condemnation by source i.e accredited, LRMEs and "Other Areas". The data review and validation shall be a collaborative effort among the agencies at all levels. BAS, however, shall be responsible in the data consolidation and official release of the total slaughter by province and by quarter.

In 2013, the then BAS was consolidated with three other agencies forming the Philippine Statistics Authority (PSA). Simultaneous with this institutional changes, implementation of DA-AO 27 s.2012 continued. Training was conducted in the regions to orient the meat inspectors regarding the DA-AO 27. However, during the implementation of DA-AO27 issues on the readability of the forms and lack of personnel to perform the task become apparent. The PSA also changed the title of this compilation activity from SADP to Survey of Slaughterhouses and Poultry Dressing Plants (SSHPDP). During the same year, the Technical Working Group (TWG) under the LPI-EWS Project recommended that the report forms for LRMEs to be modified. Series of consultations were done in 2014 to identify data items that can be excluded from the report form. In October to December of 2014, the team finally decided to pre-test the revised questionnaire in Cagayan Valley. After the pre-test, the revised form was provided to field offices for the re-orientation of meat inspectors and concerned field staff from DA, NMIS and PSA. In 2015, the TWG crafted the amendment of the AO 27 which states that the "meat inspectors from meat establishments licensed to operate shall use the NMIS-Inplant Line Inspection System (IPLIS) Form while the meat inspectors from LRMEs shall use the modified Animal and Meat Inspection (AMI)-Report Form". Moreover, provision in the amendment included PSA as one of the collaborators replacing the then BAS. The revised administrative order was named as the Department of Agriculture-Administrative Order No. 5 series 2016 or An Act Amending the Administrative Order No. 27 series of 2012, otherwise known as the "Guidelines on the Collection of Animal Slaughter".

Since the activity involves collection of administrative data, the title of the activity was renamed as Compilation of Data from Slaughterhouses and Poultry Dressing Plants (CDSPDP) in 2017.

The data generated from this activity were disseminated through the PSA openSTAT website. This was also featured in the LPSD Annual Situation Report and L&P publication released in May and September, respectively.

Overview
Abstract
The Compilation of Data from Slaughterhouses and Poultry Dressing Plants (CDSPDP) is one of the regular activities of the Livestock and Poultry Statistics Division (LPSD) under the Economic Sector Statistics Service (ESSS). This is conducted to provide statistics on the number of animals/birds slaughtered/dressed in slaughterhouses or poultry dressing plants. The data generated from this activity:

1) serves as indicator/data check in the validation of production estimates for livestock and poultry commodities;

2) validates the average carcass weight per animal type; and

3) guides the policy makers in crafting policy and program related to meat supply and food safety.

The CDSPDP covers all provinces with slaughterhouses and poultry dressing plants. The PSA field staff collects data from the National Meat Inspection Service-Regional Technical Operation Centers (NMIS-RTOCs) and Provincial Veterinary Offices (PVOs). In case the two (2) offices do not have the reports, the data are collected from the Municipal Veterinary/Agricultural Office or from the Meat Inspectors (MIs) of the slaughterhouses and poultry dressing plants.

The collection, updating and field editing activities are the responsibilities of the field offices including the manual and machine processing of data. The consolidation, validation and review of the data files and preparation of final tables on the slaughter statistics from slaughterhouses and poultry dressing plants are the responsibilities of the LPSD.
