Data Collection Notes

The CDSPDP covers all slaughterhouses and poultry dressing plants in the province. The collection is done monthly by regular PSO staff. Compilation, summarization and processing is done every quarter. The activity utilizes two (2) forms the CDSPDP Form 1a for livestock animals and CDSPDP Form 1b for poultry commodities.

Data collection is conducted every 1st to 10th working day of the month. The PSO staff visits the PVO and NMIS-RTOCs in their respective areas and collects information on the number of animals slaughtered and its corresponding dress weight. The said information are obtained from the NMIS IPLIS Form No. 3 (for meat establishments licensed to operate) and AMI-Report (AO 5 form 1-4 for LRME).

Using the CDSPDP Form 1a and 1b, the PSO staff summarizes the monthly slaughter and dressed weight data by animal type. The PSO staff checks the completeness and consistency of the report and ensures that all the slaughterhouses and dressing plants were all accounted. In case of incomplete report or missing data from the list of slaughterhouse and poultry dressing plants (CDSPDP Table 3), the PSO staff visits the said facility and gather the data needed. However, if the person in-charge in the facility is not available or cannot be contacted, the PSO staff will proceed to the Municipal Veterinary Office or Municipal Treasury Office or Economic Development Office of their assigned area to collect the information needed.
Questionnaires

For the past years, meat inspectors from Locally Registered Meat Establishments (LRMEs) record their slaughtering report thru logbooks, notebooks or plain papers. As such, the DA issued the Administrative Order 27 series of 2012 commonly known as the “Guidelines on the Collection of Data on Animal Slaughter” in order to provide strategies towards efficient and accurate recording and submission of data on animals slaughtered. In order to support the dissemination of the said Order, a research activity under the Livestock and Poultry Information and Early Warning System (LPI-EWS) Project called “Improvement of Data Systems on Animal Slaughter, Movement of Live Animals and Meat in Carcass, and Meat Production at the Sub-National Level (DSASMMP)” was implemented in 2013. The members of the Technical Working Group for this project were the NMIS, the then BAS now the PSA, the then Livestock Development Council (LDC) now Philippine Council on Agriculture and Fisheries (PCAF), the Bureau of Animal Industry (BAI) and the then Statistical Research and Training Institute (SRTC) now the Philippine Statistical Research and Training Institute (PSRTI). The partner agencies crafted the Animal and Meat Inspection Report Form for the implementation of this activity. The said form was presented in various trainings attended by the field staff from NMIS, DA and BAS.

In 2013, trainings were conducted in the regions to orient the meat inspectors regarding the DA-AO 27. The AMI-Report Form was piloted right after the training. Some of the issues arises during the pilot-test were: 1) letters are not readable, 2) limited space for the answer, and 3) too many data items. From these feedbacks, the TWG decided to modify the form to cater the needs of LRME. Series of consultations were conducted to identify data items that can be excluded in the report forms. In October to December of 2014, the team finally decided to pre-test the revised questionnaire in Cagayan Valley. After the pre-test, the said form was provided to Field Offices for the re-orientation of meat inspectors and concerned field staff. In 2015, DA-AO 27 was amended instructing the MIs from licensed to operate meat establishments to use the NMIS IPLIS form while MIs for LRMEs will use the modified AMI-REport Form. The amended AO was the Department of Agriculture-Administrative Order No. 5 series 2016 or known as “ An Act Amending the Administrative Order No. 27 series of 2012, otherwise known as the “ Guidelines on the Collection of Animal Slaughter”.

In 2017, to address issues on the timely provision and consolidation of reports from NMIS-RTOCs and PVOS, the PSA developed a compilation forms (CDSPDP Form 1a and 1b) to facilitate the recording of data items from NMIS IPLIS Form 3 and AMI-Report Form. The said forms will only record data on the number of animals/birds slaughtered/dressed in slaughterhouses/poultry dressing plants and its corresponding dressed weight. The PSA uses CDSPDP Form 1a to record slaughter data for livestock commodities and CDSPDP Form 1b for poultry commodities.
