Data Collection Notes

Provincial Statistical Offices (PSOs) hired Statistical Researchers(SRs) and Data Processors(DPs). Prior to the data collection, the PSOs, SRs, and DPs underwent training to ensure smooth implementation of the activity. The training includes discussions of the overview of the survey, the concepts and definitions, proper way of accomplishing the LDF forms, mock interview and manual editing. This was done for all the participants involved to have a uniform understanding of the instructions in the survey. The second day, on the other hand, was allotted to training on data processing and generation of output tables.

Two (2) weeks prior to actual listing/enumeration, provincial staff were able to gather information on where the dairy farms are situated in the province using LDF Forms 6 and 6a. Specifically, at the city/municipality level, the staff identified barangays where dairy farms are present through the interview of Key Informants (KIs). A KI is a resident of the city/municipality or province who has a considerable degree of knowledge about the city/ municipality or province and can provide reliable information on dairy activities in the area.

The PSO Staff coordinated with the Provincial Agriculture Office, Planning Office and Provincial Veterinary Office and other possible KIs to gather information on the extent of dairy activities in the province. In case there are presence of PCC and NDA offices within the province, coordination among these offices were done to identify the LDF municipali­ties. In this way, PSO Staff were able to identify the cities/municipalities where dairy farms are located.

After identifying the cities/municipalities with dairy activity within the province, Provincial Staff validated the said information through further probing. In coordination with the KIs from the city/municipal offices, the barangays with dairy farms within the municipality were recognized. At this point, the PSO Staff were able to generate a list of barangays where dairy farms are present and was validated further during the actual enumeration.

All identified barangays with presence of dairy farms were enumerated. The enumeration activity was conducted by the SRs with the Provincial Staff closely supervising all field operation activities to ensure the quality of the data collected. The hired SRs have undergone the training on the data collection, concepts and procedures for the conduct of listing. They were also provided with all the necessary materials for data collection including an identification card that will serve as proof that they are duly authorized by the PSA to conduct interview in all dairy farms in the area.

Before the listing operations, a courtesy call to the barangay officials, especially the Punong Barangay, was done to introduce the listing activity using the cover letter signed by the National Statistician (NS) of PSA and to ensure the safety of SRs during the data collection. Some barangay officials assisted in the identification of all dairy farms in the area and helped in planning the best strategy for the entire enumeration period.

Using the result of the 2015 LDE and the information from the KIs and officials of the barangay as starting point, SRs were able to locate and interview all dairy farms in the barangay. Also, through a snowball approach, inquiry on other possible dairy farm operators within or outside the barangay from the interviewed respondents was made. All identified dairy farms from the snowball ball approach were also interviewed and included in the list.

Enumeration involved updating the list of dairy farms and listing of new farms in the barangay using LDF Form 1 - List of Dairy Farms. For all farms that are operational, LDF Form 2 - 2016 Dairy Farm Questionnaire was utilized to record the characteristics of the dairy farms. The hired SRs and/or LDF focal persons visited the dairy farms to conduct a face-to-face interview with any of the qualified respondent.

In order to ensure the quality of data being collected, field editing was conducted.The SRs scrutinized the accomplished questionnaires as to completeness of required data items and consistency of data between items before concluding the interview with the respondent. Accomplished LDF Form 1 and LDF Form 2 was reviewed and edited by the SRs before leaving the premise of the dairy farm.
Questionnaires

The LDF 2016 utilized two (2) forms. The LDF Form 1 (List of Dairy Farms) and LDF Form 2 (Dairy Farm Questionnaire).

The LDF Form 1 is the list of dairy farms based on the result of 2015 listing activity in selected provinces. The information therein were updated during the 2016 LDF in terms of the status of the dairy farm whether operational, temporarily closed or permanently closed. Newly-identified dairy farms were also included in the LDF form 1. Updating of the list of dairy farms were done upon the conduct of field operations.

The LDF Form 2 is a one-page structured questionnaire that aimed to gather basic characteristics of the dairy farm. This was utilized only when the dairy farm indicated an operational status in LDF form 1. It was administered through personal interview of the owner or operator of the dairy farm or in their absence, to any person who was responsible or knowledgeable about the activity of the dairy farm.

Supervision

Field supervision was undertaken by the Provincial Statistical Office (PSO) staff in their respective area of assignments. The Provincial Chief Statistical Specialist/OICs served as overall supervisor in the province, while the Chief of the Statistical Operation and Coordination Division-Regional Statistical Services Office assist the Regional Directors in the overall supervision of the region. Central Office technical staff also made field visits in some provinces to observe the field operations. Among the responsibilities of the supervisor were the conduct of SRs training prior to data collection, doing spotchecking and backchecking activities during and after data collection, editing of completed returns, addressing of problems encountered by the SRs under him/her supervision and reporting to Central Office the significant findings that may contribute to the analysis of the listing activity.
