Wholesale Price Monitoring of Animals (WPMA) is a revised scheme of livestock price monitoring under the AGMARIS-AMNEWSS. It covers four (4) animal types by purpose, i.e, cattle, carabao, hogs and goats. This survey is conducted once a week during 2nd and 4th weeks of the month on peak trading days of each week.
The specific objectives of the WPMA are as follows:
1) To gather data on wholesale prices of carabao, cattle, goat and hog by purpose (slaughter, work, fattening and breeding) from livestock auction markets; and
2) To generate data on monthly average wholesale prices of carabao, cattle, goat and hog by purpose.

The Wholesale Prices of carabao, cattle, goat and hog by purpose (for slaughter, fattening, work and breeding) all over the country.

Sampling
Covers forty five (45) Livestock "Oksyon" Markets (LOMs) spread in twenty-one (21) provinces
The data will be taken from the livestock auction markets and/or pooling place for livestock. Respondents could be traders and raisers who offer for sale animals either for slaughter, work, fatteners and for breeders. These respondents are to be selected purposively.
A maximum of five (5) respondents per animal type per purpose will be interviewed during each collection day. Therefore, a maximum total of ten (10) respondents per animal type per purpose is required for the two-week monitoring.
The data will be taken from the livestock auction markets and/or pooling place for livestock. Respondents could be traders and raisers who offer for sale animals either for slaughter, work, fatteners and for breeders. These respondents are to be selected purposively.
A maximum of five (5) respondents per animal type per purpose will be interviewed during each collection day. Therefore, a maximum total of ten (10) respondents per animal type per purpose is required for the two-week monitoring.

Supervision is being done by the Provincial Agricultural Statistics Officer (PASO) from data collection, processing and analysis. The number of market reporters being supervised by the PASO depends on the number of "oksyon" markets covered by the province.
There are two (2) collection forms used in the Wholesale Price Monitoring of Animals, namely:
1. WPMA Form 1a - Collection Form for Wholesale Prices for Carabao and Cattle
This is the collection form used in gathering data on wholesale prices for carabao and cattle. Before filling up the different columns, complete first the identification portion at the upper part of the questionnaire by indicating the region, province, city/municipality, barangay, LOM/pooling place and week/month/year, check the box for the animal type. Use a separate WPMA Form 1a for each animal type or per livestock auction markets.
The following information should be entered on the space provided per purpose (slaughter, work, fattening and breeding).

2. WPMA Form 1b - Collection Form for Wholesale Prices for Goat and Hog
This is the collection form used in gathering data on wholesale prices for goat and hog. Before filling up the different columns, complete first the identification portion at the upper part of the questionnaire by indicating the region, province, city/municipality, barangay, LOM/pooling place and week/month/year, check the box for the animal type. Use a separate WPMA Form 1b for each animal type or per livestock auction markets.
WPMA Form 1b is basically the same as WPMA Form 1a. The two forms differ only in the type of animals and the classification by purpose. Therefore, the instructions for WPMA Form 1a should be followed in accomplishing WPMA Form 1b.
The entries should be reviewed by the WPMA point person and by the PASO. To make sure this is done, their signatures should be affixed on the spaces provided at the bottom.

Data Processing
An Excel-based template has been developed by Central Office to facilitate the processing at the Provincial Operation Centers. The Provincial Summary to be generated from the given template should be submitted to CO in soft and hard copies during the 1st week of the month following the reference month. Initially and until further advice, the survey questionnaires should likewise be submitted to CO after data inputting at the POCs.
Editing, encoding and generation of monthly provincial reports are done in the POCs. Prior to encoding, the accomplished questionnaires are manually edited for validity and consistency. The data files undergo validation using an editing program based on pre-set validation criteria such as consistency check, range check and acceptability and validity of data.

Data Appraisal
The review of wholesale price data is done in the POCs and CO against the following indicators: 1) consistency of commodity coverage with PWMB; 2) consistency of average prices with trends; 3) possible inputting errors; and 4) abrupt changes.
The observations of the Market Reporters in the market as to the supply situation and other developments during the actual interview are also utilized in the review of the data.

The datasets of this study are categorized under licensed files. Access to licensed datasets is through request and is only granted to Data Users/Researchers with a legally registered sponsoring agency (university, company, research centre, national or international organization, etc.).
The Data Users/Researchers must agree to comply with the following:
1. Fill up a Data Access Agreement that will be provided.
2. Copies of the restricted data or any data created on the basis of the original data will not be copied or made available to anyone other than those mentioned in this Data Access Agreement, unless formally authorized by the BAS.
3. The data will only be processed for the stated statistical purpose in the agreement and not for investigation of specific individuals or organizations. Data will not in any way be used for any administrative, proprietary or law enforcement purposes.
4. The dataset must not be made to match with other datasets.
5. The Data Users/Researchers shall not attempt to identify any individual person, family, business, enterprise or organization. If such a unique disclosure is made inadvertently, no use will be made as to the identity of any person or establishment discovered. The identification will not be revealed to any other person not included in the Data Access Agreement.
6. The Data Users/Researchers must observe security measures to prevent unauthorized access to licensed microdata acquired from the BAS. The microdata must be destroyed upon the completion of their research. Destruction of the microdata will be confirmed in writing by the Data Users/Researchers to the BAS.
7. Any books, articles, conference papers, theses, dissertations, reports, or other publications that employ data obtained from the BAS/BAS Electronic Archiving and Network Services (BEANS) will cite the source of data in accordance with the citation requirement provided with the dataset.
8. If there are any changes or additional requirements in the orginal request, the Data User/Researcher must apply for another request.
9. Breaches of the Data Access Agreement will be taken seriously and the BAS will take action against those responsible for the lapses if wilful or accidental. Failure to comply with the directions of the BAS will be deemed to be a major breach of the agreement and may involve recourse to legal proceedings. The BAS will maintain and share with partner data archives a record of those individuals and organizations which are responsible for breaching the terms of the Data Access Agreement and will impose sanctions on release of future data to these parties.
