The general objective of the survey is to generate data on per capita consumption of rice, corn, and other agricultural food commodities. Specifically, the survey aims to determine: the present average per capita consumption of rice, corn, and other basic agricultural food items; the emerging consumption patterns of Filipino households; the substitution of rice with other food commodities; and the quantity of rice and corn leftovers, wastage, and consumed by animals/pets.

Sampling
The survey employed a two-stage sampling design with the barangay as primary sampling unit and the household as secondary sampling unit. For the 80 provinces, province was the domain. The sample barangays were stratified based on urban-rural classification then selected systematically within each stratum based on barangay's total household population with implicit representation of highly urbanized cities (HUCs) and independent component cities (ICCs). For NCR, the region served as the domain and two sample barangays were drawn systematically from each city and municipality.
Selection of sample households in each sample barangay was done during the first survey round (August 2015). The sample households were selected and located through the right coverage procedure based on pre-assigned starting point (sp), random start (rs), and sampling interval (i). The procedure initially yielded 13,400 sample households across the country. All successfully enumerated households during the first survey round were covered in the succeeding rounds. By the end of the fourth survey round (May 2016), the survey covered a total of 12,851 sample households nationwide.
Selection of sample households in each sample barangay was done during the first survey round (August 2015). The sample households were selected and located through the right coverage procedure based on pre-assigned starting point (sp), random start (rs), and sampling interval (i). The procedure initially yielded 13,400 sample households across the country. All successfully enumerated households during the first survey round were covered in the succeeding rounds. By the end of the fourth survey round (May 2016), the survey covered a total of 12,851 sample households nationwide.
Response rate was 100 pecent in the first survey round. Due to circumstances such as refusal and sample respondent moved to other location, the number of responses from the original number samples decreased to 95.90 percent.

The provincial office staff were responsible for the supervision of the survey operations. Among the tasks carried out by field supervisors were the conduct of spot checking during data collection to monitor the data collectors' work, back-checking the work of SRs after data collection and the preparation of field supervision report.
The questionnaire was a structured questionnaire written in English. It was designed in tabular form and some in question type format. The data items/variables in the questionnaire were based on the previous questionnaires with some modifications.
The questionnaire were reviewed before its implementation.
The questionnaire consisted of 5 pages covering 7 blocks as follows:
Block A. Geographic Information includes the location of the farm such as the name of the region, province, city/municipality, barangay and urban/rural classification.
Block B. Sample Household Identification such as the name of household head, name of respondent and its classification, contact number
Block C. Household Member's Particulars such as the name, age, sex,level of education completed, main occupation and relationship of the household member to the household head
Block D. Household Food Consumption and Food Source includes the quantity, local unit, weight of one local unit in kilogram, mode of consumption, source of commodity and price
Block E. Rice/Corn Leftovers, Wastage and Consumption by Animals such as quantity of rice/corn leftover fed to pets, wasted ad purposely cooked for animals
Block F. Rice Substitution includes the type of food substituted and the reason for substitution
Block G. Number of Eaters and Consumption Pattern includes the number of times the household members ate at home or ate outside by type of meal for the past seven (7) days
INTERVIEW PARTICULARS contain the name and signature of statistical researcher, field supervisor/editor and PSO and date accomplished.

Data Processing
Editing of survey returns were done at the provincial offices upon submission of the accomplished questionnaires by the SRs. These activities were undertaken to ensure the quality of data that were collected.

Data Appraisal
Series of reviews were done to assess the quality of the data in terms of reliability and acceptability. A comparison with the results of past surveys on per capita consumption was made.
